Job Description

The County Engagement Team at Blue Cross and Blue Shield of North Carolina (Blue Cross NC) builds strong local partnerships and a deep understanding of all 100 North Carolina counties to deliver exceptional service and support to agencies, organizations, and individuals across the state.

The Senior Regional Liaison plays a critical role in this mission by serving as a trusted partner to a designated cohort of North Carolina counties. This role focuses on cultivating meaningful relationships with community leaders, gaining insight into county-specific needs and priorities, and advancing alignment with Blue Cross NC business segments-including Medicaid, Medicare, and the Federal Employees Program (FEP).

As the primary point of contact within assigned counties, the Senior Regional Liaison leads the design, coordination, and delivery of programs, processes, and initiatives that support both community needs and organizational goals. The assigned counties for this role include: Alamance, Davidson, Davie, Forsyth, Guilford, Randolph, Rockingham, Stokes, Surry, and Yadkin.

What You'll Do

  • Develop and execute strategic,community focused initiatives that advance Blue Cross NC's brand and business objectives, including member outreach and retention. Strategies include, but are not limited to, maximizing access to and quality of health care for community members.

  • Build and maintain a comprehensive understanding of county demographics, resources, challenges, and priorities to inform engagement strategies.

  • Serve as the primary liaison between community stakeholders and Blue Cross NC.

  • Collaborate with principal program managers for public health andfaith based initiatives to implement strategies at the local level.

  • Communicate regularly aboutcounty level activities through thorough reporting and established internal communication channels.

  • Oversee the planning, implementation, and evaluation of programs and community engagement strategies.

  • Identify opportunities for collaboration and alignment that advance community health outcomes and organizational goals.

  • Manage policies and procedures and oversee projects and programs, ensuring objectives are met and deliverables are completed on time.

  • Represent Blue Cross NC at community meetings, events, and forums.

  • Develop and build business cases forcounty level funding initiatives.

  • This role involves frequent community engagement, with about 80% of time spent in the field and regular travel across assigned counties.

What You Bring

  • Bachelor's degree or advanced degree (where required)

  • 5+ years of experience in related field

  • In lieu of degree, 7+ years of experience in related field

  • Proven track record of community engagement, relationship-building, and program management, with a strong understanding of local or regional dynamics.

  • Ability to identify, analyze, and understand target audiences and their specific program needs.

  • Proven knowledge of policies and procedures to improve program efficiency and effectiveness.

  • Utilize reports and records of activities to ensure progress is being accomplished toward specified program objectives and modify or change methodology as required to redirect activities and attain goals.

  • Ability to own and make needed decisions to ensure the successful resolution of issues, problems, and changes within the program that do not alter or defer significantly from the agreed-upon milestones and major deliverables.

Salary Range

At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed. Compensation decisions are driven by factors including experience and training, specialized skill sets, licensure and certifications and other business and organizational needs.Our base salary is part of a robust Total Rewards package that includes an Annual Incentive Bonus*, 401(k) with employer match, Paid Time Off (PTO), and competitive health benefits and wellness programs.
