INFORMATICS ADMINISTRATOR
Informatics Administrator
Position Summary:
Reporting to the Director of Information Technology in the Information Technology Department and in support of the Department of Health and Human Services (DHHS), this position will lead in managing service projects, and acts a client liaison for end-user support. The Informatics Administrator is responsible for the application administration of the Electronic Health Record Systems and other identified systems. The Informatics Administrator provides business analysis, process review and project management for new/change Forms, Widgets, Reports, and will support the development and implementation of other applications as needed.
Duties/Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.
*Responsible for managing HHS Systems Access as it relates to onboarding and offboarding for internal and state systems.
*Partners with assigned stakeholders to review processes, opportunities, and strategies to improve business efficiency in support of the Electronic Health Record and other software applications.
*Performs tasks related to technical support and implementations for software applications and/or to include but not limited to the Electronic Health Record.
*Responsible for the Administration of assigned applications in support by providing ongoing support and maintenance.
*Manages and leads service projects in support of identified initiatives.
*Provides Tier 1 and 2 level support for Electronic Health Record and other identified systems.
*Maintains DHHS specific technical support and communication with vendors.
*Performs software upgrades, system maintenance, required fixes, and enhancements on all department specific applications or packaged solutions.
*Coordinates and directs project progress with Information Technology contractors.
*Monitor technical support requests/tickets for all systems and respond accordingly.
*Provide top-tier technical support to DHHS staff when needed.
*Develop and maintain documentation of procedures and work plans.
*Work with supervisor to evaluate business processes, uncovering areas for improvement, and developing and implementing solutions.
*In collaboration with supervisor, conducts analysis of user department's needs, requirements, and business practices, and makes appropriate recommendations.
*Work with supervisor to support project work, acting as project manager, when and where appropriate, directing the efforts of both departmental and technical staff to bring assigned project initiatives to a successful and timely conclusion.
*Gather critical information from meetings with various stakeholders and produce useful reports.
*Collaborates with Medical Records,, Compliance Coordinator and clinical, billing and administrative teams to provide security solutions and configurations that meet established County standards and industry best practices.
*Performs other duties as required.
Work Direction Received:
Works under the general direction of the Director of Information Technology.
This position works in a matrix environment and will have dotted line reporting to Health & Human Services leadership.

None.
Decision Making:
Decisions are made independently concerning analyzing and resolving software or hardware problems.
Interaction:
Interaction with other County employees, vendors, and software and hardware support engineers and occasionally with the public.
Essential Knowledge and Abilities:
*Working knowledge of management information systems principals, practices, and technologies.
*Working knowledge of software application support principals, practices, and supporting technologies.
*Working knowledge of problem-solving techniques for computer software systems troubleshooting.
*Working knowledge of data analysis and data management principles and practices.
*Working knowledge of project management principles and practices.
*Working knowledge of HIPAA Security & Privacy Rules and other government technology laws.
*Ability to analyze information, evaluate alternatives, make appropriate recommendations, and implement solutions, in a fast-paced environment.
*Ability to organize and prioritize multiple work assignments.
*Ability to maintain accurate and detailed records and prepare and present written and oral reports and recommendations.
*Ability to establish and maintain working relationships to effectively communicate both orally and in writing.

*Strong customer service skills and the ability to interact effectively with various employees.
*Able to fulfill physical demands of job, sensory demands (seeing and hearing), and cognitive demands (concentration, conceptualization, memorization).
Training and Experience:
*High school graduation or GED.
*Must possess a valid Wisconsin driver's license and pass security background check.
*Four (4) years of progressively responsible work experience in application development that includes supporting or administrating an Electronic Health Record
OR
*Post high school education from a recognized technical school, college or university in computer science, management information systems or a related area may be substitued for part of the work experience requirements as follows:
oAssociate's Degree and (3) years of work experience
oBachelor's Degree and (2) years of work experience
oMaster's Degree and (1) year of experience.
Preferred technology skills/Certifications:
*MyAvatar or equivalent EHR System
*Microsoft Office (Outlook, Word, Excel, Powerpoint, Teams)
*Crystal Reports
*SQL
*Strong understanding of healthcare workflows in behavioral health and human service environments.
