Responsibilities * Monitors and ensures licensure of the Residential Care Facility program. * Provides administrative guidance to all personnel. * Assumes responsibility for hiring, promotion, evaluation, disciplining, and termination of direct reports. * Performs public relation functions, working with volunteer groups and professionals. * Evaluates the work of of all direct reports to ensure that acceptable standards of service are provided. * Responsible for the overall development and maintenance of a policy and procedure manual for all areas of the facility. * Evaluates established programs and practices and determines the need for revision. * Recommends new programs be implemented. * Prepares accurate, clear, concise statistical reports * Monitors and ensures licensure of the Residential Care Facility program. * Provides administrative guidance to all personnel. * Assumes responsibility for hiring, promotion, evaluation, disciplining, and termination of direct reports. * Performs public relation functions, working with volunteer groups and professionals. * Evaluates the work of of all direct reports to ensure that acceptable standards of service are provided. * Responsible for the overall development and maintenance of a policy and procedure manual for all areas of the facility. * Evaluates established programs and practices and determines the need for revision. * Recommends new programs be implemented. * Prepares accurate, clear, concise statistical reports. * Analyzes statistical and financial data * Builds trusting, collaborative relationships with staff, peers, physicians, and administration to advance the core resident business strategy. * Applies human resource practices fairly and consistently. * Commits to the hours needed to achieve outcomes and develop others to assure round-the-clock leadership. Requires flexibility with hours worked and shifting priorities as the environment changes, without losing sight of goals/outcomes. * Participates in screening and admission of new residents with a wholistic resident care approach through the development, planning, implementation, and evaluation of resident's individual person-centered plan including the medical, psycho/social, activity, spiritual, vocational/educations and legal needs of the resident. * Follows-up on resident concerns as soon as possible. * May be requested to travel to conferences and meetings as a Residential Care Facility representative. Must be able to make arrangements to attend these as required. * Ensures compliance with regulatory agencies' standards. * Serves as liaison between the resident and significant others involved in the resident's care (i.e. family, advocates, probation officer, guardian/conservator, etc. as needed). * Understands and follows state regulations for services and setting * Supports all teams with problem solving and crisis management * Fills in for direct care responsibilities as needed * Part of the On-Call Administrator rotation * Fosters development of unit leadership team and all personnel. * Ensures a thorough and adequate orientation program for new staff. * Ensures the adequate competency training and continuing education programming is done to meet identified staff development needs. * Ensures that all department heads fulfill CEU requirements as established by the Department of Inspections and Appeals. * Supports department and agency shared governance infrastructure and staff engagement. * Supports continuous staff development and career goal achievement. * Assist in development of annual operating budget to support strategic plan. * Monitors facility productivity. * Executes the established plan through measurement, monitoring, and analysis of resource utilization and adjusting direction when needed. Qualifications Associate's Degree, required. Registered nurse, Associates Degree in Human Service or related field with a minimum of 3 years of experience. Bachelor's Degree, preferred. Successful completion of an accredited Bachelors Degree program with a minimum of 2 years experience. Must have a thorough knowledge of theories, techniques and practices of delivery of service to individual with diagnoses of mental illness, intellectual disability, developmental disability, and/or elderly, required. Must have a thorough knowledge of community programs, organizations, and agencies, required. | ||
