Grants Coordinator:

The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County's need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare.

Job Description:

This professional, technical, and analytical position will be responsible for identifying, conceptualizing and planning, developing, preparing grant applications to Federal, State, and County funding sources, private philanthropic organizations and major corporations. The position assists HOC in acquiring and expanding programmatic resources, which benefit residents to the maximum extent feasible.

The position requires extensive knowledge of Federal, State and local funding opportunities and resources, the principles and practices of financial and budget preparation and analysis as well as full knowledge of HOC programs and services, especially those provided through the Resident Services Division. The position requires the ability to express in written form, programmatic requests which are clear, understandable, persuasive, and responsive to grantor requests. Solid competency in understanding and correctly interpreting Federal, State, and County regulations and guidelines commensurate with funding applications is required. Creativity, ingenuity and flexibility will be necessary to approach and present effective applications and proposals for funding consideration. The incumbent assumes a primary role over how the application is developed and organized. The Grant Coordinator may be called upon to modify existing guidelines or suggest changes in order to solve a given problem. The incumbent also is responsible for monitoring grant compliance and reporting.

The position also includes the daily management of HOC's non-profit affiliate - the Housing Opportunities Community Partners, Inc. (HOCP). Working closely with the HOCP Board, the incumbent coordinates the HOCP Board meetings, completes, ensures that fundraising and budget targets are met, assists with developing, revising and maintaining HOCP policies and procedures as needed, and assists to ensure that all metrics and goals for HOCP are achieved.

Responsibilities

  • Seek out funding opportunities from Federal, State and local organizations/agencies, private philanthropic organizations and major corporations. Opportunities can be identified using the Internet, library searches, existing or new listservs, and other sources for potential funding.
  • Work with HOC staff, staff at the county, state, or federal level, other PHAs, trade associations, academics, or consultants to either gather information, enlist cooperation, or arrive at a course of action.
  • Write grant applications for many purposes (e.g., Federal, State, local organizations/agencies, private philanthropic organizations and major corporations). Correct on and edit work of others, such as grant applications, for greater effectiveness.
  • Read extensively from an analytic perspective to ensure appropriateness of funding for HOC programs and services.
  • Assemble project teams of appropriate staff inside and outside HOC, brief members on issues, conduct meetings, report or use outcomes appropriately.
  • Attend meetings with funding decision-makers to present and justify HOC proposals for funding.
  • Prepare and analyze budgets to include administrative or indirect costs as necessary.
  • Schedule and coordinate meetings of the HOCP Board of Directors, prepare meeting minutes, prepare and present financial and programmatic reports, draft resolutions and other documents.
  • Maintain organized records for all HOCP activities.
  • Spearhead the fundraising support efforts of HOC's bi-annual Inspire and PartnerFest/Partner fundraising events by developing sponsorship packets, blog and e-blast content, donor letters, etc.
  • Track all grants, donations and other contributions in HOC's Neon platform.
  • Ensure donors receive annual letters of contribution from HOC/HOCP.
  • Perform other related duties as assigned.

Minimum Qualifications:

Experience

  • At least five (5) years of experience leading/supporting fundraising for an organization .
  • Proven track record of raising funds for an organization, including having established relationships with previous funders.
  • At least three (3) years of experience supporting a non-profit and/or non-profit Board of Directors.
  • At least three (3) years of experience in an assisted housing program administration or a related field .

Education:

  • Graduation from an accredited college or university with a Bachelor's Degree in Social Services or related field.

Knowledge, Skills and Abilities

  • Knowledge of Federal, State and local laws and regulations relating to funding resources.
  • Knowledge of the principles and practices of financial and budgetary analysis.
  • Knowledge of principles and best practices of managing non-profit organizations - governance, financial, and administrative tasks.
  • Extensive computer software skills including Word, Excel, PowerPoint, etc.
  • Knowledge and extensive experience with donor management software such as Neon
  • Excellent communication skills both oral and written.
  • Knowledge of HOC programs and services.
  • Demonstrated skill in professional writing.
  • Ability to multi-task and maintain organizational foundation.

*Grade 24 Min: $71,425/ Mid: $94,991 / Max: $118,557 | | Salary determined by departmental budget- Offer commensurate with experience
