POSITION SUMMARY:

This position is responsible for collecting, compiling, developing and maintaining waste inventory databases essential in the support for the daily management of the waste inventory located in Los Alamos National lab. This position requires proficiency in handling large datasets, applying advanced technical skills, and generating comprehensive reports to support regulatory compliant management of all waste types for CH-TRU Waste Management.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job

MAJOR DUTIES & RESPONSIBILITIES:

Include, but are not limited to:
  • Conducts quantitative and qualitative analysis on data to generate insights and information to ensure correct predictive forecasting or classification and to ensure regulatory compliance.
  • Performs waste inventory tracking for the Federal Facilities Compliance Act required Site Treatment Plan (STP)
  • Provides data input for quarterly and annual STP reports and performs peer review prior to submittal.
  • Provides required data to the STP manager for notification to NMED of STP waste shipments.
  • Collaborates with other DOE entities such as the Carlsbad Field Office (CBFO) and Los Alamos National Lab to update and resolve comments the LANL Annual TRU Waste Inventory Report (ATWIR) and the Container Specific Inventory (CIS) report for the National TRU Program
  • Tracks container status (i.e, locations, original closed dates, etc.)
  • Acts as a point of contact for waste data management for CH-TRU.
  • Develops CH-TRU waste tracking metrics for wastes throughout N3B.
  • Creates and distributes multiple waste data reports on a scheduled basis.
  • Performs quality assurance review of data and metrics related to waste.
  • Performs other duties as required.

EDUCATION & EXPERIENCE:

  • A bachelor's degree in a closely related field. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.
  • Level 3: Five (5) to Eight (8) years of hazardous waste/hazardous materials management. Per DOE O 426.2, this position requires one year of job related experience.
  • Level 4: Nine (9) to Eleven (11) years of hazardous waste/hazardous materials management. Per DOE O 426.2, this position requires one year of job related experience.

PREFERRED QUALIFICATIONS:

  • Database Design and Administration
  • WCATS experience

KNOWLEDGE, SKILLS, & ABILITIES:

Level 3:

  • Proficiency in SQL for querying and analyzing data
  • Strong Excel skills, including advanced functions, pivot tables, and data manipulation
  • Working knowledge of applicable local, State, and Federal laws and regulations relating to the handling and management of waste.
  • Working knowledge of LANL's Waste Compliance and Tracking System (WCATS)
  • Working knowledge of the WIPP's Waste Disposition System (WDS) and Integrated Data Center (IDC)
  • Skill and ability to perform complex and critical tasks to solve problems.
  • Skill in manipulation of software packages to produce desired reports.
  • Skill in working in a quality-oriented environment requiring a high degree of attention to detail.
  • Ability to train and mentor others.
  • Ability to contribute functional expertise to organizational initiatives and communicate effectively.
  • Ability to effectively convey thoughts clearly and concisely, both verbally and in writing, to diverse audiences.
  • Ability to meet the level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.

BUSINESS ASSOCIATION:

LEVEL 3: Represents organization as a prime contact on contracts or projects. Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations.

LEVEL 4: Serves as consultant to management and special external spokesperson for the organization on major matters pertaining to its policies, plans, and objectives.

IMPACT:

LEVEL 3: Exerts some influence on the overall objectives and long-range goals of the organization. Erroneous decisions or failure to achieve objectives would normally have serious effect upon the administration of the organization.

LEVEL 4: Effects of decisions are long-lasting and heavily influence the future course of the organization. Errors in judgment or failure to achieve results would result in the expenditure of large amounts of company resources.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS:

  • Individuals must be able to perform the essential functions of the job with or without a reasonable accommodation.
  • This position works in an office environment with low noise level due mostly to office equipment and in the field with occasional exposure to loud sounds and distracting noise levels.
  • While performing the duties of this job, the employee is regularly required to sit, walk, stand, and occasionally climb or balance, squat, stoop, twist, turn, push, pull, kneel, crouch, crawl, and reach with hands and arms.
  • This position frequently must lift and/or move up to 10 pounds and infrequently must lift and/or move up to 20 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
  • Hearing requirements include ability to listen and respond appropriately to conversations in person, virtually, and over the phone.
  • Only electrical hazards and other minor potential hazards normally found in an office environment are anticipated.
  • Field activities may require walking on uneven terrain and working in unfavorable weather conditions.

ADDITIONAL QUALIFICATIONS:

  • Maintains required safety, security and operational training; assure procedural and regulatory compliance; make safety, security and quality an integral part of every task; including stopping work if job is unsafe or compromises security.
  • Must obtain an L level Department of Energy security clearance.
  • This position will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII).
