Who We Are Looking For:

Reporting to the Director, Human Resources - Global Construction Services out of Atkore's Addison, IL facility, the Construction Payroll & Compliance Administrator will be responsible for reporting construction payroll in compliance with federal, state, and local prevailing wage laws. This role supports field and office employees across multiple job sites and performs accurate HR data entry to maintain employee records. The position also supports payroll-related requirements associated with Contractor Controlled Insurance Programs (CCIP) and Owner Controlled Insurance Programs (OCIP). It will require strong knowledge of construction payroll, union and non-union environments, certified payroll reporting, and strict attention to compliance and detail

The ideal candidate will have a Certified Payroll Administrator (CPP or equivalent payroll certification) with 2+ years of construction payroll experience, including certified payroll reporting. Working knowledge of prevailing wage laws (Davis-Bacon and state-specific) and experience with construction payroll systems and job-costing environments is strongly preferred.

Preference will be given to muti-lingual fluency in non-English languages as well as experience in CCIP/OCIP concepts and payroll reporting requirements and California compliance standards, including the Private Attorneys General Act (PAGA) as well as lean manufacturing, Six Sigma, or experience working in a business system-based company.



Additional Responsibilities include, but are not limited to:

Construction Payroll Administration



  • Prepare, review, and submit certified payroll reports in compliance with Davis-Bacon, state prevailing wage laws, and project-specific requirements
  • Ensure accurate classification of workers, wage rates, fringes, and deductions by job and cost code
  • Track and verify hours, overtime, travel time, and per diem in accordance with labor agreements and company policy
  • Track corrections, resubmissions, and compliance issues until fully resolved, ensuring all updates are reflected in the system.
  • Validate union payroll requirements, including dues, benefits, and reporting
  • Process job closeouts
  • Stay current on changes to construction labor laws and certified payroll requirements



CCIP / OCIP Payroll Support



  • Assist with payroll reporting and documentation required for CCIP/OCIP compliance and insurance audits
  • Maintain log of all OCIP/CCIP/Wrap jobs
  • Set up and file monthly OCIP/CCIP/Wrap reports in respective systems
  • Coordinate with project management, risk management, and insurance administrators regarding payroll data and coverage requirements
  • Maintain accurate payroll records to support workers' compensation and insurance reporting



HR Data Entry & Support



  • Assist with onboarding documentation for field employees, including I-9s, W-4s, direct deposit forms, and job classifications
  • Assist with EEO, apprenticeship, and compliance reporting as needed
  • Maintain confidentiality of sensitive employee and company information



What You'll Do:



  • Prepare, review, and submit certified payroll reports in compliance with Davis-Bacon, state prevailing wage laws, and project-specific requirements
  • Review and support Payroll team for weekly payroll for hourly field employees and biweekly payroll for salaried staff across multiple job sites
  • Support payroll requirements for projects enrolled in CCIP and OCIP programs
  • Ensure proper identification of CCIP/OCIP-covered employees, job codes, and hours
  • Support entry and maintenance of employee data in HRIS and payroll systems, including new hires, terminations, promotions, and pay rate changes



What You Bring:



  • Certified Payroll Administrator (CPP or equivalent payroll certification). Associate's or Bachelor's degree in Accounting, Human Resources, or related field preferred.
  • 3+ years of construction payroll experience, including certified payroll reporting
  • Familiarity with CCIP/OCIP concepts and payroll reporting requirements
  • Working knowledge of prevailing wage laws (Davis-Bacon and state-specific)
  • Experience with construction payroll systems and job-costing environment and union payroll and multi-union environments


  • Familiarity with government-funded construction projects or CCIP/OCIP-enrolled construction projects
  • Understanding of California compliance standards, including the Private Attorneys General Act (PAGA).
  • Ability to collaborate effectively with internal teams, external agencies, general contractors, and employees.
  • Strong attention to detail and accuracy with a high level of discretion when handling confidential information
  • Ability to manage multiple projects and strict payroll deadlines
  • Proficiency in Microsoft Excel and construction payroll/HR software

Within 3 Months, You'll:



  • Complete your Atkore immersion program
  • Understand how your job will help deliver Atkore's strategy
  • Gain an understanding of your team and key contacts
  • Develop relationships with the HR, HRIS and Payroll contacts for this role
  • Be competent in navigating Atkore's HRIS (UKG) and be nearly familiar with the day-to-day 'standard work' for all HR processes relevant to Atkore's HR Business Partners



Within 6 Months, You'll:



  • Be comfortable with the day-to-day activities necessary to complete the required Certified Payroll reports in compliance with federal, state, and local prevailing wage laws


  • Independently review weekly construction payroll for field and office employees
  • Prepare and submit certified payroll reports (DIR, LCPtracker, IDOL, or equivalent) accurately and on time with minimal supervision
  • Correctly code labor to jobs, cost codes, and phases
  • Identify and resolve common payroll discrepancies (hours, rates, fringes, deductions)
  • Accurately enter and maintain employee data in HRIS/payroll systems
  • Complete onboarding and offboarding documentation correctly and timely
  • Maintain compliant personnel and payroll records in accordance with retention requirements
  • Communicate effectively with HR, accounting, and field supervision regarding payroll issues
