Summary:

The Senior Consultant SME provides expert-level scientific and operational support in transfusion medicine and military blood program operations for the Armed Services Blood Program (ASBP). This role advises ASBPD leadership and stakeholders on blood product compatibility, donor eligibility, international blood system comparability, and expeditionary blood program operations. The SME leads technical assessments, develops reports and briefings for senior leaders, collaborates with DoD and international partners, and ensures blood safety, quality, and availability for deployed and garrison forces.


Responsibilities

Essential Job Functions:

1) Foreign Nation Blood Comparability Assessments
  • Provide expert guidance on the comparability of blood products and donor eligibility criteria between the U.S. and foreign nations.

  • Maintain current knowledge of international blood regulations and assess the quality and safety of foreign blood systems; recommend acceptance/rejection of foreign-sourced blood products.

  • Track foreign blood regulations and conduct regular reviews of international standards; prepare country comparability reports and leadership briefings.

  • Collaborate with ASBP SMEs, DoD stakeholders, and international partners; participate in international working groups and conferences representing ASBP interests.

  • Produce required deliverables (e.g., country comparability reports, tracking updates, executive summaries/presentations).

2) Expeditionary / Walking Blood Bank (WBB) Program Support
  • Support planning and implementation of donor screening procedures aligned to the Walking Blood Bank (WBB) Military Standardized Requirement.

  • Manage/oversee donor screening, testing services, and results documentation; communicate results to operational stakeholders.

  • Help establish and maintain a robust WBB program, including standardized SOPs consistent with ASBP guidance.

  • Develop and document training for WBB collection, transfusion, and storage of fresh whole blood, coordinate with medical and laboratory personnel.

  • Prepare regular WBB activity reports for ASBPD leadership.

3) Technical Advisory & Reporting
  • Serve as a senior technical advisor to ASBPD leadership on transfusion medicine, blood typing, crossmatching, and compatibility testing.

  • Report on blood product compatibility and assess foreign blood supply chains (collection, processing, storage, distribution).

  • Prepare executive briefings, reports, and presentations summarizing findings and recommendations for senior leaders.

  • Contribute to management analytics and functional validation activities supporting ASBPD mission execution.

4) Stakeholder Collaboration & Program Support
  • Collaborate with ASBP SMEs, DoD components, MTFs, and external partners to ensure safe, available blood products for operational missions.

  • Participate in ASBPD coordination activities and support program deliverables per CDRLs (e.g., country comparability reports, leadership summaries).

  • Ensure compliance with applicable standards and ASBP guidance in all technical recommendations.


Qualifications

Necessary Skills and Knowledge:

  • Strong analytical skills with emphasis on transfusion medicine.

  • Expertise in blood typing, crossmatching, and compatibility testing, including understanding differences between U.S. and international practices.

  • Ability to report on blood product compatibility and assess foreign blood supply chains.

  • Excellent written and verbal communication; ability to build relationships and manage expectations with diverse stakeholders.

Minimum Qualifications:

  • Bachelor's degree or higher in a relevant scientific field (e.g., Biology, Medical Technology, Chemistry, Hematology).
    • ORMinimum 3 years as a Clinical Laboratory Scientist in lieu of a degree.
  • Minimum 3 years' experience as a Clinical Laboratory Scientist supporting DoD military and/or civilian customers.

Preferred Qualifications:

  • Prior DHA/ASBPD experience or working in other DoD environments in a similar field.
