We are seeking a highly experienced and impactful consultant to play a pivotal role in establishing the foundational operational framework for a new, critical entity within a global enterprise. You will be instrumental in defining how this new entity operates, interacts, and adheres to stringent regulatory standards, making a tangible difference in its foundational success. This role is central to critical projects focused on establishing robust regulatory oversight, designing comprehensive governance models, mapping essential processes, and building resilient KPI/SLA frameworks. Your contributions will directly enable the new entity's operational readiness and ensure its full compliance with evolving regulatory landscapes. As a key consultant, you will be at the forefront of developing an enterprise-wide outsourcing operations framework. Your expertise will clarify ownership boundaries, meticulously document key operational processes, define accountability models, and support the creation of a centralized performance dashboard. This role demands immediate availability for a focused 10-week assignment, with no planned time off. You will collaborate extensively across various internal functions, including operations, legal, HR, compliance, engineering, procurement, and business operations, to validate existing processes, refine scope, assess data availability, and translate complex requirements into clear, actionable documentation and reporting structures. Responsibilities
- Lead the creation of a comprehensive process ownership framework, meticulously mapping services, defining accountability boundaries, and articulating roles across diverse internal teams.
- Develop detailed RACI matrices for enterprise-level processes (Level 2 and Level 3), ensuring crystal-clear responsibilities for both internally delivered and outsourced activities.
- Conduct in-depth discovery sessions with process owners, subject matter experts, and leadership to pinpoint critical processes, control points, and interdependencies.
- Produce high-quality process maps (e.g., swimlanes, RACIs, data flows) for a significant volume of Level 2 and Level 3 processes, ensuring all documentation meets stringent regulatory and operational standards.
- Partner strategically with business stakeholders to shortlist and validate 30-40 key performance indicators (KPIs) and service level agreements (SLAs) for inclusion in a centralized dashboard, selected from a broader catalog of processes.
- Collaborate with engineering and business intelligence teams to write or refine the Business Requirements Document (BRD) for the centralized KPI dashboard, detailing measurement logic, data sources, manual vs. automated feeds, reporting cadence, and data-quality needs.
- Proactively assess data gaps and propose effective interim manual reporting solutions while long-term automation strategies are developed.
- Support the development of a consistent governance and oversight model, including clear escalation pathways and robust performance monitoring routines.
- Organize and facilitate impactful workshops, drive cross-team alignment, and effectively escalate barriers to progress when necessary.
- Prepare leadership-ready materials that succinctly summarize findings, risks, dependencies, and recommended decisions.
Qualifications
- Extensive European Financial Regulatory Expertise
- 10+ years of deep experience with European financial regulations, particularly in the context of regulated payments, electronic money institutions (EMI), or other financial institutions.
- Outsourcing & Regulatory Governance Mastery
- Profound familiarity with European outsourcing guidelines and operational resilience expectations.
- Demonstrated ability to differentiate between process ownership and execution under regulatory rules.
- Proven experience in designing governance models for regulated intra-group outsourcing.
- Expertise in interpreting SLAs, KPIs, and contractual obligations within an outsourcing context.
- Process Mapping & Design Acumen
- Expert-level proficiency in process mapping tools and methodologies (e.g., swimlane diagrams, RACIs, data flow mapping).
- Exceptional ability to decompose complex services into detailed Level 2 and Level 3 processes.
- Strong capability in operational controls mapping.
- RACI & Operating Model Design
- Extensive experience defining clear ownership models across multiple functions.
- Skilled at translating ambiguous responsibilities into structured governance frameworks.
- KPI / SLA Framework Development
- Proven ability to evaluate, rationalize, and define operational KPIs.
- Expertise in writing comprehensive KPI definitions, including logic, thresholds, data sources, and reporting rules.
- Familiarity with dashboard and reporting design principles.
- Business Requirements Documentation (BRD) & Requirements Gathering
- Strong documentation skills, adept at translating intricate business needs into actionable engineering specifications.
- Experience partnering effectively with Business Intelligence, data engineering, and Project Management Office (PMO) teams.
- Solid understanding of automated vs. manual data flows and operational feasibility.
- Data & Analysis Skills
- Proficient in identifying data gaps, reconciling inconsistent data, and validating measurement logic.
- Ability to design effective interim manual reporting solutions when automation is not yet available.
- Stakeholder Management & Communication
- Highly skilled facilitator, comfortable engaging with diverse stakeholders including operations, engineering, compliance, procurement, and senior leadership.
- Excellent written and verbal communication skills, with a proven ability to simplify complex topics for various audiences.
- Demonstrated experience in managing cross-functional alignment and adeptly navigating ambiguity.
- Project & Workstream Coordination
- Ability to independently drive critical workstreams across multiple functions.
- Strong prioritization and organizational skills, with experience managing extensive documentation (80+ process artifacts).
- Immediate Availability: Must have immediate availability and no planned time off during the 10-week assignment.
