Brief Summary of Job Duties:

Transportation & Parking Services (TPS), part of Housing, Dining, and Auxiliary Enterprises (HDAE), supports campus parking and transportation operations through permit sales, enforcement, transportation alternatives, and fleet management. Serving over 9,500 parking spaces and a fleet of 450+ vehicles, TPS relies on multiple software systems to deliver efficient, customer-focused service. Reporting to the Assistant Director, the Parking Systems Analyst is responsible for the configuration of all departmental software systems and maintains on-street and off-street parking equipment, applying established policies and technical expertise. Plans and implements hardware and software upgrades for parking pay stations, ensures payment card security standards, and works with vendors on warranties, parts, and system performance. Supports security access and key control systems, collaborates with internal partners and external vendors, maintains inventory and equipment security, and diagnoses and resolves automated parking system issues in accordance with best practices.

Required Qualifications:

  • 4-6 years Hardware and software systems experience.

Preferred Qualifications:

  • 5 years of experience working with hardware and software systems as well as secure data and revenue systems or equivalent education.
  • Ability to perform technical tasks associated with installation, maintenance and repair of field based hardware (and related software packages) Pay Stations, EMV credit card readers and communication systems both wired and wireless including an informational/emergency AM radio station.
  • Experience in maintaining private and public networks functionality and security.
  • Experience crafting technical documentation.
  • Experience with Payment Card Industry guidelines and compliance.
  • Project management experience.
  • Ability to build and maintain positive business relationships with a highly diverse work group and campus customer base in order to meet expectations of IT and Permit Dispenser support.
  • Experience in a University work environment. An understanding of concepts such as "good stewardship of university resources", "shared governance", and "collegial environment" in daily business practices.

Job Functions and Percentages of Time:

  • 50% System Configuration - Responsible for configuring, managing, and supporting departmental parking software systems, ensuring system settings accurately reflect parking rates, business rules, and operational requirements. This role requires a strong understanding of Transportation & Parking Services (TPS) business processes in order to translate operational needs into effective system configurations and ensure seamless integration within the existing technical environment. Serves as a critical link between system functionality and real-world application. Acts as the primary point of contact with parking software and hardware vendors, coordinating system upgrades, changes, and the ongoing maintenance and preventive maintenance of parking pay stations and related field equipment. In collaboration with TPS Parking and Event staff, configures system programming for special events and parking recharge programs, including custom permit rules, rate structures, and coupon issuance and tracking. Responsible for programming digital signage at Henley Gate and managing recorded messages for the Information & Emergency Radio Station (AM 1610). Maintains working knowledge of departmental and campus policies, procedures, and resources, and meets regularly with TPS managers to deepen understanding of TPS services and operational needs. This ongoing engagement supports the development, configuration, and support of dynamic systems that effectively align with and support departmental business objectives.
  • 40% Technical Field Operations - Applies professional business/technical support concepts to resolve hardware and software issues. Coordinates with UCSB's Communications Services & the Network Operations Center on complex network connectivity issues as they relate to parking systems where analysis of the situation or data requires a review of a variety of factors. Within defined procedures and practices determines an appropriate action. Provides field technology incident management, track, prioritize, and manage incidents to receive or provide timely resolution. Implements hardware and software upgrades on parking pay station equipment; executes test scenarios, validates test data and documents test results. Works with system vendors on warranties and parts exchanges. Ensures secure storage for TPS hardware (pay stations, parking meters, portable digital signage, etc.). Tests hardware, software and configurations and analyzes/summarizes reports of results, drawing conclusions and making recommendations. Responsible for the physical security associated with parking systems; pay stations and parking meter equipment. Provides technical support for and responds, as needed, to reports of parking systems malfunctions. Oversees a variety of operations in connection with the programming, configuration, firmware upgrades, software upgrades, internal hardware testing and maintenance of parking systems. Provides internal technical support and training to other staff members. Assists in diagnostic analysis of parking systems with UCSB's Communications Services and the Network Operations Center on data lines, inter-building copper and fiber networks, as well as wireless and telephone issues/projects. Performs diagnostic analysis of both wireless and hardwired connectivity utilizing software to determine signal and link strength. Maintains and replaces internal components in pay stations including: controllers, credit card readers, bill validators, 12-volt hardwired power systems, 12-volt battery systems, solar panels and wiring harnesses. Works with Housing, Dining and Auxiliary Enterprises, Facilities Management, Communications Services and Network Operations Center and outside vendors in coordinating the siting, power & communication requirements; customer service considerations; safety mitigations; lighting & signage for pay stations and other parking systems equipment for new construction projects, replacements, and additions to existing parking systems. Provides solutions to rectify technical malfunctions and/or customer-user issues. Maintains all departmental security access, building security access control systems (Lenel), departmental key issuance and programming of all TPS departmental personnel into the electronic key control system (KeyWatcher), end user account creation and account closure upon separation. Ensures security of tools, inventory and equipment in areas related to the parking systems network environment.
  • 10% Other Duties - Assists unit manager in coordinating with campus departments and outside vendors to address requirements for TPS parking systems and equipment needs. Document system configuration changes, maintenance logs tracking recurring issues with pay stations. Perform the daily job duties of junior team member(s) during their absence to maintain workflow and meet operational needs. Will be assigned special projects and a variety of administrative tasks, attend staff development training, user group meetings, vendor conferences and other technical training to maintain and enhance professional skills and expertise. Performs other duties as assigned. Work special campus events such as Commencement, Move-In and other student initiated events supporting a variety of attendees such as student family members, students & faculty/staff Ensures compliance with accounting and audit policies and procedures. Maintains all work areas ensuring compliance with university standards of good stewardship.
