Job Purpose
This position provides leadership to ensure that the 10-year NE Gas strategic business plan is developed in a way that allows for all projects, programs, and blankets within that business plan to be delivered on time, on budget and meet all safety and compliance requirements and customer expectations. The Leader is also responsible for delivery of all NE Gas regulatory planning activities, work order controls, process/continuous improvement initiative management, and the ownership of capital and opex efficiencies portfolio management.
Key Accountabilities
- Delivery of the long term (10 year) NE Gas strategic business plan totaling ~$900M per year and the facilitation of the in-year sanctioning process
- Support all NE Gas regulatory filings, including GSEP, GREC, and financial trackers (e.g. LNG, FOH). Ensure all regulatory inquiries with associated filings are addressed in a complete, structured and timely manner
- Delivery of the Work Order controls framework, managing accounting practices in line with capitalization policies and ensuring controls are in place to timely and effectively account for work closing to plant.
- Deliver the in-year efficiency portfolios, both Opex and Capex including process and continuous improvement initiatives
- Advise on the long-term planning elements of the BU, including ownership of emerging regulatory policies and impact analysis, and supporting the strategic narrative to both senior leadership and communications down through the organization
- Provide assurance and confidence in the delivery of the multi-year strategic business plan, specifically relating to strategic outcomes (e.g. safety, prioritization, predicted cost, adherence to targets, risk management and other required executive/management KPIs)
- Provide direction and leadership on the establishment and implementation of agreed program milestones. This includes delivering all agreed outputs within the agreed economic, safety and regulatory frameworks
- Lead other strategic and/or transformation initiatives across the Gas Business Units as required by Gas Leadership Team
- Leads by example in driving change, creates context for others; clearly communicates the business reasons for change at all levels of the organization
- Inspire and deliver new ways of working collaboratively within the business, driving efficiency and performance excellence as well as working with and through the business processes to ensure maximum value and achievement of long- term challenges
- Developing and fostering a culture of innovation for redefining gas project and program sub processes in the context of an end-to-end process model, challenging and advising the functions and the wider organization
Supervisory/Interpersonal - Experience Required
- Significant experience managing resources and activities focused on delivering superior end-to-end and/or operational performance and continuous improvement
- Effective stakeholder management skills with the ability to successfully bring together and drive cooperation across diverse teams with potentially conflicting goals and objectives
- Experience in leading and developing a broad team comprised of diverse expertise and skills
Financial Control - Experience Required
- Bottom-line oriented, budget-conscious, metric/measurement driven leader
- Project management skills to assess scope, risks, effectiveness and financial impacts
- Demonstrated Commerciality/risk management throughout the capital delivery lifecycle
Qualifications
- Bachelor's degree in engineering, finance or accounting and bring extensive, demonstrated experience in budgeting, forecasting, project management, and process improvement.
- Advanced degree preferred; MBA, MSc etc.
- PMP highly desirable
- Utility sector experience required; gas utility experience preferred
- Asset management and/or regulatory experience highly desirable
- Minimum of 5 years leading and enabling matrixed project teams to operate innovatively, effectively and efficiently
- Considerable experience in the financial management of capital planning process
- Strong strategic thinking with commercial and risk-led mindset
