Overview

Abacus Technology is seeking a Performance and Evaluation Evaluator to support NASA OSTEM projects and investments at Johnson Space Center. This is a full-time, temporary position lasting approximately three months.



Responsibilities

    Provide technical support and resources to generate and use evidence for decision-making.
  • Support Annual Performance planning and reporting (e.g., metric development, data collection, Data Verification and Validation, Analysis, Reporting, and OSTEM data call/request management and support).
  • Support Learning Agenda Planning and Implementation, execution of evidence-based decision-making process (e.g., development of guidance and evidence for learning activities and products, stakeholder engagement, data review, facilitate decision discussions, communicate findings, execution of evidence-building activities to answer learning agenda questions and report annually to stakeholders).
  • Provide guidance and evidence-based recommendations for STEM Engagement Investment utilization and P&E requirements.
  • Plan and conduct evaluation studies, plan and conduct literature reviews, benchmarking studies, focus groups, logic model development, and facilitate lessons learned process.
  • Plan and conduct long-term training support for grantees/awardees, and quality control of grantee/awardee evaluation plans and reports.
  • Convene nationally recognized external experts to recommend solutions to NASA identified questions or challenge.
  • Report progress status updates on the day-to-day performance and evaluation (P&E) operations and tasks to the OSTEM Performance and Evaluation Leadership on a weekly basis throughout the period of performance.


Qualifications

10+ years experience providing technical and functional expertise. Bachelor's degree in a related field. Demonstrated experience working with data to report, analyze, and draw data-driven insights using both quantitative and qualitative methods. Experience with survey management (Survey Monkey). Experience with PowerBI or dashboard software. Experience with collaboration software including MS Teams and SharePoint. Experience with email marketing software (Constant Contact) and database management (MSI Exchange). Knowledge of NASA STEM Gateway (CRM Dashboards, Adhoc Reports) and reporting platforms (Business Objects Warehouse). Experience in the following areas: quantitative and qualitative data analysis; research design; data visualization; communication; writing (assumptions, narratives, insights, and content for annual report); and critical thinking. Must have strong organization, collaboration, and communication skills. Knowledge of K-12 and higher education educational research and policy. Must be able to adapt to changing requirements for analysis and reporting. Knowledge and understanding of services and best practices for Minority Serving Institutions (MSIs). Experience with MS Office Suite. Must be a US citizen.
