Responsibilities

Peraton's Property Administration Team is responsible for the full lifecycle of Government Property Management. The Peraton Property Team is involved with property from Proposal Stage to Property Closeout and provides guidance and directions to the program management and staff, as well as maintain and update Property policies and procedures.

Description

We are seeking a Senior Manager, Government property administration, to provide strategic oversight and leadership in managing property owned by the US Government and various customers. The senior manager will be the subject matter expert for ensuring the company's Property Management System, policies, manual, procedures and checklists comply with evolving US Government requirements under FAR part 45, FAR 52.245-1, DFAR 252.245-7005 and DCMA Job Aid for Government Contract Property Administration and updates. Additionally, the senior manager will be accountable for leading and representing Peraton during Property Management System Analysis (PMSA) audits and other Government reviews, serving as the primary point of contact and decision-maker for property-related compliance issues.

In addition, as the senior manager you will:

    Serve as the primary liaison with Government representatives to resolve complex property issues
  • Be accountable for maintaining Government-approved Property Business System that is fully compliant with Government, customer and contractual requirements. This includes the corporate policies, procedures, and systems/tools that are foundational to the business system
  • Advise leadership on strategic process improvements, business practices, and system enhancements that drive efficiency, productivity, and risk reduction across company's property management
  • Directly Lead, mentor, and guide a small team of centralized property administrators and work with program-level property custodians Establishing processes based on contract, customer and company requirements
  • Create and update Government Property Records utilizing Government reporting systems such as PIEE, GFP Module including completing and submitting Contractor Receivers, Shippers, Plant Clearance, Loss Reporting, CAP Prescreening
  • Prepare and provide training to functional departments and programs managers to ensure that they are adhering to the company's Government Property policies, manual, processes, and checklists are appropriately completed in accordance with the company defined policy and federal procurement regulations
  • Perform self-assessments
  • Analyzes data and data collections strategies to maximize efficiency and to ensure the integrity of property records and reports
  • Conduct occasional travel to sites to perform on-site inspections

Direct the preparation and submission of annual, quarterly, and monthly property reports (NASA, JPL, NRO, MPO, etc.), analyzing results to identify trends and potential risks

  • Reconcile inventory input from line to corporate property records relating to all Government Property functions, through deployed AssetSmart property system or manually
  • Provide guidance and assistance on proposals with Government property requirements, as required


Qualifications

  • Minimum of 12 years of progressively responsible Government Property Management experience
  • Bachelor's degree in business or related field
  • Current Certified Professional Property Manager or able to obtain within a year
  • Experience reading and comprehension of Government contracts
  • Possess excellent interpersonal, organizational, and communication skills, with the ability to influence and advise at all organizational levels
  • Strong ability to analyze data
  • Can manage multiple priorities and projects, anticipate challenges, and propose solutions while maintaining accuracy and compliance by being a self-starter and taking initiative
  • Proficient with MS Office Suite (including PowerBI)
  • Experience with AssetSmart
  • Secret clearance with the ability to obtain a higher level of clearances as needed
  • Experience with UNISON CLM and Costpoint are a plus, but not required

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
