Overview
The Office of the State Treasurer, Treasury Operations Division, seeks a dynamic and detail-oriented individual to serve as our next Financial Manager I. The Treasury Operations Division provides centralized cash, treasury, and investment management services to agencies and departments across state government. We also support the state retirement systems, the Unclaimed Property Fund, the Treasurer's economic empowerment initiatives, and the 10% in Vermont Program. This position will assist with a variety of accounting, financial management, and treasury functions including:
The Treasury Operations division expects several IT projects in the future, including upgrades to existing systems and implementation of new systems impacting the division's accounting, financial reporting, banking, and accounts payable processes. This position may assist with project management and implementation. This position will involve working with multiple stakeholders within the Treasurer's Office, and also throughout State government in various agencies. It will also work with external stakeholders including vendors, suppliers, and recipients of State funds. It involves interacting with stakeholders at all levels of seniority, and various backgrounds and relationships to state government; Superb communication and problem-solving skills are a key to success. This position will be hybrid-remote with 2-3 days in office in Montpelier, Vermont. It is expected that initially it will be full-time in office to facilitate onboarding, and more time will be spent in-person during various times of the year when specific activities need the attention. Remote workdays will increase after successful training. Applicants residing outside of commuting distance to Montpelier are encouraged to apply if they have a genuine desire to relocate. Work is performed in a standard office setting. Minimum Qualifications
Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND two (2) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff. OR Bachelor's degree in any discipline AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff. OR Associate's degree AND six (6) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff. OR High School diploma AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff. OR One year as a Financial Administrator III with the State of Vermont. OR Certification as a CPA. For some positions preference may be given to applicants with supervisory or management experience.
