Senior Program Manager - Engineering Process Management

Position Overview

IS4S is seeking a Senior Program Manager to serve as the Risk Management Process Owner, Support the Configuration Management Process, and Engineering Artifacts/Deliverable Management lead for complex defense systems under development, integration, test, production, and fielding. This role provides disciplined execution leadership from the integration contractor perspective, ensuring technical baselines, risk posture, and engineering activities remain aligned with cost, schedule, and performance objectives.

The position supports programs executed under the DoD 5000-series acquisition framework, including Middle Tier of Acquisition (MTA) and Major Capability Acquisition (MCA) pathways for ACAT I-D and ACAT II programs, and works closely with government program offices, engineering teams, and subcontractors.

Key Responsibilities

Risk Management (Process Owner)

  • Serve as the program Risk Management Process Owner, establishing and maintaining the risk, issue, and opportunity (RIO) framework
  • Develop and maintain the program risk register, including identification, assessment, mitigation planning, and tracking
  • Facilitate risk boards and working groups, ensuring timely escalation and leadership visibility
  • Integrate technical, schedule, cost, and integration risks to support informed program decisions
  • Ensure risk management practices align with DoD 5000-series guidance and program execution needs


Configuration Management

  • Support Configuration Management as the IS4S R-EGI Program process owner
  • Establish and maintain configuration management processes, including configuration identification, change control, and status accounting
  • Support Internal Review Boards (IRB) and Government Configuration Review Boards (CRB), coordinating impacts across engineering, integration, test, and production teams
  • Ensure technical baselines, interfaces, and controlled artifacts remain consistent across internal teams and subcontractors
  • Support delivery of configuration-controlled technical data and artifacts to government customers


Engineering Management & Integration

  • Serve as an Engineering Artifacts/Deliverable Management lead, coordinating engineering activities across internal teams and external partners
  • Support planning and execution of technical reviews (e.g., SRR, PDR, CDR, TRR) and milestone events
  • Ensure engineering plans, technical baselines, and configuration data align with program objectives and contractual commitments
  • Support cross-IPT coordination to resolve technical issues, interface challenges, and integration risks
  • Provide technical execution insight to program leadership and government stakeholders


Required Experience & Qualifications

  • 10+ years of relevant experience supporting or leading complex programs
  • Demonstrated experience owning or leading risk management processes on integration-focused programs
  • Experience performing configuration management in a multi-vendor, multi-IPT environment
  • Experience coordinating or leading engineering management activities, including technical reviews and baseline control
  • Working knowledge of DoD 5000-series acquisition policy, including execution under MTA and MCA pathways
  • Familiarity with ACAT I-D and/or ACAT II program environments
  • Strong ability to communicate technical and programmatic information to internal leadership and government stakeholders


Tools & Skills

  • Experience with risk and issue tracking tools (e.g., Jira, Excel-based trackers, or equivalent)
  • Familiarity with configuration management tools and document control systems (e.g., Windchill, Teamcenter, SharePoint, or similar)
  • Strong facilitation and coordination skills across engineering, integration, and subcontractor teams


Education

  • Bachelor's degree in a relevant field or equivalent professional experience demonstrating the knowledge, judgment, and execution capability required for this role
  • Advanced degrees or professional certifications (e.g., DAWIA, PMP, INCOSE) are desirable but not required


Desired

  • Prior experience supporting AFLCMC or similar DoD integration programs
  • Experience supporting MTA and MCA programs
  • Active or eligible security clearance

This role ensures program risks are actively managed, technical baselines remain controlled, and engineering execution is disciplined-enabling IS4S to deliver integrated capabilities with reduced uncertainty across development through fielding.
