The Substation Engineer is responsible for the safe, reliable, and compliant operation, maintenance, design coordination, and commissioning of electrical substations. Acting as the Owner's representative, this role oversees substation construction, upgrades, inspections, maintenance programs, and regulatory compliance while supporting system modernization and reliability initiatives. Core Responsibilities Substation Operations & Asset Management
- Ensure the safe and efficient operation, maintenance, installation, and modification of substation equipment.
- Manage existing substations, including upgrades, expansions, and replacement of obsolete or failed equipment.
- Balance standardization and modernization of substation equipment.
- Determine timing and scope for equipment upgrades and replacement programs.
- Develop and execute long-term maintenance plans, including 1-, 3-, 5-, 10-, and 15-year outlooks for all substation assets.
- Maintain accurate documentation for all substation inspections, maintenance, and equipment status.
Maintenance, Inspection & Troubleshooting
- Conduct and oversee routine inspections and preventive maintenance on transformers, breakers, relays, and associated systems.
- Diagnose equipment and system faults and coordinate repairs to minimize outages and ensure safety.
- Monitor substation performance using SCADA systems and prepare detailed reports on system health and maintenance activities.
- Oversee and enforce safety protocols, including PPE use and energy isolation procedures.
Design, Construction & Commissioning
- Coordinate the design of new substations with design engineers as the Owner's representative.
- Review engineering drawings, plans, and specifications for compliance with codes and design standards.
- Act as Owner's inspector during construction, monitoring progress and quality.
- Coordinate with General Contractors (GC) and superintendents throughout construction and commissioning.
- Witness testing of metering, control, and protection schemes prior to energization.
- Inspect, review, and approve commissioning and testing reports.
- Witness load checks during energization and determine readiness for in-service operation.
- Oversee and train employees on the use and operation of new substation equipment.
Compliance & Safety
- Ensure all construction, maintenance, and operational practices comply with:
- NESC
- ANSI
- IEEE
- RUS
- OSHA
- Association safety standards
- Maintain responsibility for all Substation Spill Prevention, Control, and Countermeasure (SPCC) plans.
Required Qualifications
- Education
- High school diploma or equivalent (required)
- Associate degree in electrical technology or related field (preferred)
- Experience
- Minimum of 10 years of experience in substation maintenance, operations, or related roles
- Technical Skills
- Strong understanding of electrical theory and substation practices
- Experience with high-voltage systems (12.47 kV to 115 kV)
- Knowledge of power system dynamics related to metering and protection
- Ability to read and interpret schematics, drawings, and technical manuals
- Proficiency with diagnostic and testing tools
- Communication
- Strong verbal and written communication skills
- Ability to coordinate effectively with contractors, engineers, operations, and management
Physical & Work Environment Requirements
- Ability to work in extreme temperatures (below 32F and above 100F)
- Ability to perform prolonged computer work with occasional physical activity including:
- Standing, walking, bending, kneeling, climbing, reaching
- Lifting up to 50 pounds
