Job Summary

Under the general direction of the Chief Administrator and functioning with a high degree of independence, provides high-level fiscal, analytical and problem-solving support for matters concerning policy, budgeting, funds management and financial transactions of significant complexity for CAHFS self-supporting $40+ million budget. Provides subject matter expertise for CAHFS' financial system development and integration projects, documents processes and workflows, develops and implements administrative process improvements, and performs audits of CAHFS external accounting system and processes for compliance with policy. Provides project management and assistance for complex administrative projects, capital outlay/facilities projects, contract development and monitoring, and complicated departmental procurements. Serves as department's grants management specialist, independently managing associated intra/extramural grants, ledger reconciliation and effort reporting, and primary fund manager for gifts, endowments and legislatively appropriated special funds. Responsible for department rate development and analysis, cost and workload analyses, and financial transactions, projections, reconciliations, and audits.

Qualifications

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's degree or equivalent experience/training in Finance, Accounting or Business Administration, or in a related area.
  • Advanced level experience analyzing and working with complex financial data in automated financial systems, performing complex spreadsheet analyses, formulating complex reports, and performing financial analysis, forecasting, budget preparation, and/or strategic planning in a university/governmental setting.
  • Experience developing rate structures and applying cost accounting principles to budgeting, rate development, and financial reporting.
  • Advanced experience performing pre and post-award grants management activities, and advanced knowledge of federal, state and private compliance regulations governing grant budgeting, financial reporting, cost-sharing standards, cost allocation, effort reporting, and policies regarding use of grant funds.
  • Project management skills to independently and proficiently assume responsibility for coordination and completion of complex projects requiring interaction and coordination with internal and external stakeholders.
  • Advanced knowledge of University policies and procedures in administrative matters, in-depth knowledge of principles, policies, and procedures as they relate to financial/budgetary matters in the higher education setting.
  • Critical thinking, analytical and creative problem-solving skills to independently research, develop, and recommend solutions to complex problems and issues.

Preferred Qualifications

  • Extensive experience in financial and business management, and business process improvement in a self-supporting organization.
  • Experience with UC Davis purchasing, facilities, contracts, and accounting policies and procedures.
  • Experience with Aggie Enterprise, ERS, DS, UC Path, TRS, and Cayuse SP.
  • Knowledge of automated accounting system design, approval workflows, and role provisioning.
  • Knowledge of client case reporting, quality system requirements, and laboratory information management system design and functionality.

Department Overview

CAHFS provides California's livestock and poultry industries, and veterinary practitioners who serve them, with a full range of diagnostic laboratory services for disease control, enhancement of health management, and protection from diseases common to animal and humans. In meeting this need, the CAHFS also serves as the backbone of California's disease warning system through its animal disease surveillance program. The system consists of four laboratories currently located in Davis, Turlock, Tulare and San Bernardino. Funding for this program is provided through a contract with the California Department of Food and Agriculture (CDFA) and through revenue generated from user fees. An additional program, the Equine Analytical Chemistry Laboratory, is funded through a contract with the California Horse Racing Board (CHRB) and horse wagering monies and provides full-service drug testing and a pharmacology research and development program.

Work Environment

UC Davis is a smoke and tobacco free campus effective January 1, 2014. Smoking, the use of smokeless tobacco products, and the use of unregulated nicotine products (e-cigarettes) will be strictly prohibited on any UC Davis owned or leased property, indoors and outdoors, including parking lots and residential space.

This position is subject to UCD's Vaccination Program (Influenza, SARS-CoV-2, etc.) and Medical/Health Surveillance Program/Procedures/Review in accordance with Federal and State Laws and Regulations and University Policy. This position may be eligible to work remotely up to a maximum of 2 days/week after fully trained. Work with frequent interruptions in a shared office space. Work Schedule: Monday Friday; 8:00am - 5:00pm (Work schedule might be slightly different during the training period). Work flexible schedule/overtime as needed to complete projects and meet deadlines. Mandatory weekend and holiday rotation. Restricted/Limited vacation during peak workload periods (i.e. Outbreaks, Fiscal Close, Audits Periods, etc.). This is not a research position. The position is located in a diagnostic laboratory where quality control and assurance as well as meticulous working habits are essential. Per the terms and agreements of the department's contracts and grants, the position requires signing of a Confidentiality Agreement or Non-Disclosure Agreement regarding testing and client information.
