Job Summary
The Director of Physician Contracting and Affiliations reports to the UC Davis Medical Group Chief Administrative Officer, and is responsible for the strategic, business development, administrative and operational functions of UC Davis Health's Affiliate Network. In addition to the Affiliate Network, the director has responsibility for physician contracts under the UCDMG Clinical Associate Model. The Director of Physician Contracting and Affiliations is a senior leader in the medical group, operating with independence to achieve the goals articulated for the Network and is responsible for its success. The Affiliate Network currently has over 125 physician contracting agreements where physicians provide care in external sites. We anticipate major growth in this area in the coming years. This position participates with senior management in developing the financial, programming, and operational long-term strategies for business development, network development, and affiliation activities for UC Davis Health. Goals of the Affiliate Network include (but are not limited to) increasing capabilities of our partners for low T/Q care, increasing our complexity and case mix index to better serve the region and grow our national presence/reputation, and to improve population health in rural northern and central California with improved access to care. - Bachelor's degree; preferably in hospital administration, business administration, or health related field.
- Proven highly successful network and affiliate development leadership and five plus years of management in a large complex tertiary health system, academic medical center, extensive clinically integrated network or comparable health care environment.
- Ability to pursue multiple goals, analyze complex issues, facilitate change in response to a dynamic environment, and communicate effectively at all levels of the organization.
- Ability to present complex information in a concise, yet comprehensive manner to Board members and medical staff, community leaders and employees.
- Excellent ability to collaborate with senior management and executive-level staff, to develop and implement objectives, goals, budgets, strategic plans, policies, and priorities, and to measure and evaluate operations in conjunction with them.
- Systems thinker and possesses the right balance of strategic planning skills and the ability to achieve operational excellence.
- Excellent interpersonal, communications, public speaking, and presentation skills.
- Demonstrated ability to plan, execute and evaluate change.

Preferred Qualifications
- Master's degree; preferably in hospital administration, business administration, or health related field.
- Ten plus years of management experience in a large complex tertiary health system, academic medical center, or comparable health care environment.
- Demonstrated experience managing cross-functional projects in a complex environment, across clinical, information technology, financial and legal channels.
- Extensive experience in business development in a clinical health care setting.
- Comprehensive understanding of health plan contracting and California health plan regulatory environment.
- Expert knowledge of physician practice delivery models, business and strategic planning, and organizational development
- Experience in joint ventures and healthcare contracting.
- Expert ability to establish and utilize metrics to drive excellence, support operations and facilitate integration.
Key Responsibilities Leadership & Strategic Oversight (40%)
- Provide strategic leadership and direction for the UCDH Physician Contracting and Affiliations team under the UCD Medical Group, ensuring alignment with the overall goals of UC Davis Health (UCDH).
- Lead strategic initiatives in collaboration with executive leadership and strategy teams to expand UCDH's network through physician alliances, joint ventures, and innovative care delivery models (inpatient, ambulatory, and digital).
- Oversee the development of clinical education and training partnerships that align with long-term academic and clinical goals of the health system.
- Champion initiatives to expand affiliate access to clinical research and trial participation, advancing UCDH's research mission.
- Direct the strategic, administrative, and operational functions of the Affiliate Network, ensuring seamless integration across departments, service lines, and campuses.
- Assess organizational risk related to affiliate partnerships and implement enterprise-level mitigation strategies as necessary.
- Provide oversight of personnel management, including performance evaluations, talent development, recruitment, retention, and team restructuring to support strategic growth and service excellence.
- Oversee the Physician Contracting and Affiliations performance metrics, dashboards, and financial outcomes. Provide regular reporting and recommendations to UCDH and UCDMG senior leadership.
- In collaboration with the CAO and finance leaders, develop, monitor, and manage the physician contracting and affiliations operating budget, ensuring alignment with strategic priorities and efficient resource allocation.
- Oversee complex physician agreement development (e.g., affiliation, partnership, and service agreements), and lead cross-functional teams through planning and execution of large-scale implementation efforts.
Stakeholder & Relationship Management (20%)
- Serve as the primary executive liaison between the Physician Contracting and Affiliations group and internal/external stakeholders, ensuring alignment with system-wide strategies.
- Establish and sustain effective partnerships with UCDH executive leadership, including Deans of Medicine and Nursing, COO, CMO, CFO, and VP of Strategic Business Development.
- Foster high-trust relationships with affiliate organizations, providing a single point of strategic accountability for Physician Contracting to streamline communication and collaboration.
- Oversee integration efforts and promote best practice sharing between UCDH and affiliated organizations.
- Represent the medical group in key leadership forums, committees, and strategic planning sessions to advocate for physician Contracting and affiliations priorities.
Business Development & Innovation (20%)
- Co-lead business development strategy in partnership with the VP of strategic business development for expanding the Affiliate Network, identifying and evaluating new market opportunities and service line
- integration potential.
- Guide development and execution of physician contracting for affiliate partnership business plans, ensuring alignment with clinical, academic, and financial goals.
- Ensure operational efficiency and high-quality service delivery across the Affiliate Network in accordance with UCDH standards and values.
- Drive innovation in partnership models, leveraging data and industry trends to enhance value propositions for affiliate providers and institutions.
- Lead creation of financial models, return on investment (ROI) analyses, and strategic forecasts for purchasing physician services to support executive decision-making.
- Collaborate on the development and maintenance of data management related to physician contracts and agreements, including data and system errors and discrepancies.
Contracting & Financial Governance (20%)
- Oversee the contracting strategy and negotiation of physician and affiliate agreements, ensuring compliance with UC policy, UCOP guidelines, and federal/state regulations.
- Provide executive oversight of all affiliate and clinical associate model agreements, including monitoring terms, renewals, and performance audits.
- Lead the financial management of the Affiliate Network's physician service agreements, including development of RFPs, scopes of work, invoice tracking, and auditing processes.
- Oversee the design and standardization of physician employment contracts under the Clinical Associate Model (CAM), in close collaboration with legal, HR, department chairs, and finance teams.
- Develop and maintain institution-wide compensation models for MSP physician hires, ensuring alignment with market benchmarks, compliance standards, and internal equity practices.
Department Overview UC Davis Medical Group, under the leadership of the Chief Physician Executive, represents all organized medical group practices of UC Davis Health's primary and specialty care faculty and staff physicians. It collaborates with leadership in the School of Medicine and medical center to set and achieve joint strategic goals across UC Davis Health. Under the medical group, the Physician Contracting and Affiliations team works with providers across Northern and Central California to bring best practices and establish new services at rural hospitals and clinics. The Affiliate Network program partners with Strategy experts to lead and execute strategic planning, business development and operational structures necessary to build, expand and operate the Network in alignment with the university's and health system's strategic goals.
