About the Position

The Operations and Maintenance (O&M) Supervisor leads people and resources to support the Flood Control District's essential operations, ensuring critical infrastructure remains reliable and safe for the community.

This role oversees supervisors and staff, manages key maintenance programs, and serves as a technical expert for field crews, shop personnel, and ecology/vector control teams. The O&M Supervisor also collaborates with partners across the County to deliver high-quality projects and advance program goals with accuracy, accountability, and excellence. This position offers the opportunity to lead, influence, and continuously improve core services that protect and support our community.

We Require

  • Five years of progressively responsible experience in preventative maintenance, construction, and warehouse management, with at least two years in a supervisory or lead capacity

  • High school diploma or GED

  • Post-secondary education may substitute for the required experience on a year-for-year basis

We Also Value

  • Associate's degree or higher in a related field

  • Six or more years of demonstrated leadership experience overseeing a large team

  • Experience in preparing and managing budgets or project cost estimating

  • Hands-on experience managing Operations and Maintenance-related programs

Job Contributions

  • Oversee and manage various assigned staff, including, but not limited to, operation and maintenance field staff, maintenance/fabrication shop staff, deployment of heavy equipment, and management of remote yards. Establish, implement, and monitor quality control processes, procedures, and programs to ensure high-quality work and accountability of their assigned teams

  • Perform and coordinate with other County Departments to ensure high-quality work and accountability for assigned duties and programs, including but not limited to Fleet Management Coordination, Radio Shop Coordinator, Warehouse/Inventory Coordination, Internal Training Program, Utility Location Management, and Safety Committee participation

  • Prepare and manage budgets for Flood Control maintenance projects, ensuring cost-effective utilization of resources and adherence to budgetary constraints. Administer and monitor assigned budgets, daily, monthly, and quarterly reports, and maintain operational records. Determine needs for and requisition tools, materials, supplies, and equipment for operations and maintenance

  • Coordinate the allocation of equipment, materials, and resources required for maintenance projects, ensuring availability and efficiency. Develop and execute emergency response plans for flooding incidents, including storm damage, flooding, and natural disasters

  • Ensure compliance with all operational and safety rules, regulations, and departmental policies, procedures, and standards for assigned programs and staff

  • Supervise and work with assigned supervisors to develop performance management plans, correct performance deficiencies, counsel, and implement discipline procedures as needed

  • Reviews the work of supervisors to ensure the work quality and timely accomplishment of assigned duties and responsibilities

  • Evaluate daily operations and activities, and recommend improvements and modifications; plan, schedule, and prioritize activities and projects

  • Respond to and resolve assigned complaints and inquiries from the general public and coordinate activities with other County departments, City, and State agencies as necessary per department procedures

  • Interact with the local community, addressing concerns and providing information about maintenance activities as necessary, in accordance with department procedures. May attend public meetings and respond to inquiries

Working Conditions

  • Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly, OR requires walking or standing to a significant degree

  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions

  • Incumbent may be subjected to extreme temperatures, wetness/humidity, respiratory hazards, and noise and vibration

  • The work will occur in an office and field environment. While performing the duties & responsibilities, the employee may be exposed to loud noise, noxious odors, unsanitary conditions, chemicals, electricity, moving mechanical parts, varying weather conditions, and other related conditions and situations. Position is subject to atmospheric conditions: Fumes, odors, dust, mists, gases, or poor ventilation

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

  • The physical demands associated with the position primarily fall within the Light and Sedentary categories, accounting for approximately 90% of the role's responsibilities, which predominantly require minimal physical exertion

  • The position may necessitate heavy physical demands during emergency situations, such as sandbag operations in response to flooding. These instances, while infrequent, require the ability to lift and carry heavier materials to ensure an effective flood control response and community safety. This flexibility allows for effective performance while ensuring the safety and preparedness of operations during emergencies

Machines, Tools, Equipment, Software, and Hardware:

  • Microsoft applications such as Office, Word, PowerPoint, and Excel and materials/inventory tracking software

  • 4X4 Vehicle, winch, and miscellaneous hand tool experience.

  • Various shop tools and equipment to include welding fabrication tools, overhead crane, and forklift

Protective Equipment Required:

  • Hard Hat, Safety Vest, Safety Glasses, Steel-Toed Boots, Long Pants, OSHA Standards
