Are you an experienced Human Resources professional who excels in customer service, strategic problem solving, and detail-oriented work? Loudoun County's Department of Human Resources is seeking a proactive and knowledgeable Workforce Planning Specialist to support County departments in achieving their workforce and organizational goals.
The Workforce Planning team provides countywide guidance on recruitment, position management, classification support, policy interpretation, and workforce planning. In this role, you will serve as an HR strategic partner to assigned departments by delivering expert consultation, ensuring accurate and compliant HR processes, and contributing to initiatives that help attract and retain high-performing employees. This is a detail-heavy, customer-service-focused role ideal for HR professionals who enjoy problem-solving, building relationships, and ensuring process accuracy and data integrity.
Illustrative Duties: -Provide high-quality HR customer service and consultation to assigned departments. -Manage full-cycle recruitment, including applicant screening, interviewing, certification review, and coordination with hiring managers. -Review and approve Employee Actions. -Conduct position and organizational analysis, including reclassification and structure reviews. -Maintain accurate vacancy reports and organizational charts. -Ensure data accuracy by auditing HR information, resolving discrepancies, and supporting data integrity efforts. -Participate in technology updates and system integrations by providing HR expertise and assisting with testing and process improvements. -Support the annual budget process by reviewing departmental position requests and providing workforce planning recommendations. -Analyze HR issues, conduct research, and prepare clear, concise recommendations. -Assist in developing SOPs, written guidance, and program documentation. -Maintain confidentiality and ensure compliance with HR policies, procedures, and employment laws.
A successful candidate will have the following: -Strong knowledge of HR practices, employment laws, and HR policies. -Experience in full-cycle recruitment and providing HR consultation to management. -Excellent attention to detail, analytical ability, and follow-through. -Strong communication and customer-service skills. -Ability to build effective relationships with department leadership, HR liaisons, and internal stakeholders. -Comfort working with technology, automated systems, and Microsoft Office applications.

Minimum Qualifications

Bachelor's degree in Human Resources, Business, Public Administration, or related field, and two (2) years of related HR experience; or an equivalent combination of education and experience.
PHR or SHRM-CP certification preferred.
