Job Description


GDS Associates, Inc. has an exciting opportunity for a Project Lead in the Rates and Regulatory department. This role is open to remote working arrangements. The Project Lead will assist Project Managers on a variety of projects supporting client needs to prepare, review, and/or testify to utility electric, natural gas, and water proceedings before FERC or state commissions. The Project Lead will independently perform tasks to ensure the overall project organization, awareness or milestones, and communicate progress to Project Managers. This position will independently lead technical analysis hat is of an intermediate level of complexity, and which involves ratemaking concepts, statistical analysis, preparing supporting materials of project deliverables, and other assignments necessary to complete project milestones. The Project Lead will demonstrate a strong knowledge of intermediately complex ratemaking concepts applicable to the electric, natural gas, or water industries.

Responsibilities:



  • Assists Project Managers and other consulting staff by leading and supporting analysis of an intermediate level complexity and review cost-of-service revenue requirements, or components thereof, derived from FERC-jurisdictional tariffs for electric production and transmission rates. Leads development of discovery and challenges based on FERC precedent.
  • Assists Project Managers and other consulting staff by leading and supporting analysis of an intermediate level complexity and review of a cost-of-service revenue requirement, or components thereof, included in state-jurisdictional retail rate proceedings for electric, natural gas, and water production, distribution, and transmission rates. Leads development of discovery and challenges based on relevant precedent.
  • Performs technical and regulatory policy research to support project analysis of proceedings before FERC and state commissions.
  • Assist with the development of testimony to be filed at FERC and state commissions.
  • Assisting GDS project managers and consulting staff with the development of protests, discovery, and settlement documents for section 205/206 proceedings at FERC.
  • Interacts with GDS clients to discuss assigned project issues under the direction of Project Manager.
  • Uses programs such as Microsoft Excel to perform statistical analysis of data.


    • Analysis of models and comparing changes in models.
    • Data development and entry for cost-of-service models, as needed.
    • Review of data and provide an analysis of items to address in discovery.


  • Assist in preparing material to communicate analysis results to both internal and external stakeholders, including:


    • Charts and tables/Presentations
    • Reports
    • Memorandums/Documents


  • Perform other duties that may be assigned from time to time.
  • Attend technical training and proactively/independently learn technical and regulatory policy topics relevant to the Rates and Regulatory Department with guidance by supervisor.

Experience and Skills

  • Bachelor's degree in accounting, finance, economics, or engineering.
  • Certified Public Accountant CPA (preferred, but not required).
  • Experience related to the project team assignments of at least four (4) or more years.
  • Project team collaboration.
  • Manage timely delivery of tasks assigned to a project team.
  • Excellent attention to detail and organizational skills.
  • Excellent interpersonal skills and ability to work effectively in a team environment.
  • Ability to manage multiple priorities and deadlines.
  • Excellent, effective verbal and written communication skills.
  • FERC and/or state utility regulatory and rate making experience.
  • Demonstrable experience with intermediate level ratemaking concepts.
  • Strong research, analytical, and problem-solving skills.
  • Experience in assisting in audits, investigations, or other reviews involving the collection of evidence or data necessary to evaluate compliance or reasonableness of utility cost of service matters.
  • Physical ability to perform reading and work on a computer during work hours.
  • Intermediate proficiency with Microsoft Office applications (Excel, Word, and PowerPoint).
  • Travel (less than 10%) to GDS offices, Washington D.C., or other state commissions, as needed.
  • Flexibility/availability to work extra hours when necessary to meet project requirements.
