Position Description

This position is responsible for the planning and organizing of work of journeyman in an assigned trade, the development of material and labor estimates for proposed work, as well as the assigned trade shop budget, inventories, procedures and policies. Work is primarily evaluated for effective use of resources, accomplishment of assigned projects, and adherence to trade standards.

Major/Essential Functions

Leadership & Workforce Management

  • Provide day-to-day supervision, coaching, and support to paint shop staff, apprentices, and temporary laborers.
  • Establish long- and short-term goals for the shop and communicate priorities clearly.
  • Plan weekly work schedules, assign tasks based on priorities, and manage workload using modern work order and project management systems.
  • Conduct performance evaluations, manage attendance reporting, and initiate disciplinary actions when necessary.
  • Promote a culture of professionalism within the team.
Operational Oversight
  • Monitor work sites daily to ensure productivity, safety, and compliance with standards.
  • Review project status regularly and advise the Supervisor on progress, needs, and operational challenges.
  • Attend required meetings and training to maintain technical competency and stay current with institutional policies.
Technical Expertise & Quality Assurance
  • Ensure all campus painting projects meet established quality, finish, and safety standards.
  • Provide hands-on assistance with specialized tasks such as drywall finishing, furniture finishing, surface preparation, and application of paints, coatings, varnishes, lacquers, and other finishes.
  • Review project plans, prepare cost estimates, determine material needs, and submit requisitions for supplies.
  • Assist Engineering Services and project managers with technical guidance during project planning and execution.
Safety & Compliance
  • Conduct regular safety inspections of the paint shop and job sites.
  • Enforce expanded paint shop safety requirements, including chemical handling, ventilation standards, PPE use, and equipment safety.
  • Ensure compliance with TTU operating policies, the Operations Division Safety Program, and all health and safety regulations.
  • Support the Continuous Improvement philosophy of the Operations Division.
Equipment, Tools & Vehicle Management
  • Maintain shop tools, equipment, vehicles, and materials in clean, orderly, and safe condition.
  • Operate and secure vehicles such as pickups, trucks, and vans.
  • Ensure all equipment and work areas are properly secured at the end of each shift.
Additional Duties
  • Prepare correspondence, reports, and technical studies as required.
  • Complete other tasks as assigned by the Superintendent(s).

Knowledge, Skills, and Abilities


  • Strong leadership skills, mature judgment, sound management ability, and personal integrity.

  • Working knowledge of painting methods, practices, materials, and surface preparation techniques.

  • Ability to safely perform all essential painting skills, including proper mixing and matching of paints, varnishes, shellacs, lacquers, and other finishes.

  • Excellent written and verbal communication skills for interacting with customers, shop personnel, and other department staff.

Required Qualifications

Proficiency in written and mathematical skills as may be reflected in the completion of high school or equivalent. Three years experience as a licensed journeyperson in the assigned trade; or six years experience in designated trade. Job-related vocational training and other education may substitute for required experience on a year-for-year basis. Thorough knowledge of the standard tools, equipment, materials, methods and practices of the assigned trade.

This position requires eligibility to drive TTU vehicles, including a valid U.S. driver license and two years of driving experience.
