Job Overview
The Senior Task Order Superintendent will work with the Service Order Manager to detail, plan, coordinate, and execute facilities projects. This includes performing walkouts, developing statements of work, developing internal cost estimates, working with procurement on solicitations, selecting vendors, overseeing all work activities, managing budgets, managing change orders, evaluating workmanship, customer communications, and completing all required paperwork. The incumbent must be able to manage multiple projects and trade disciplines in various stages at any given time. Project difficulties range from basic to complex in all trades including HVAC, electrical, carpentry, plumbing, grounds, roadways, structural, and automated controls. He/she will manage and oversee company tradesmen, security escorts, company property, and a variety of vendors to complete projects. He/she must be able to resolve conflicts and possess the ability to interact harmoniously with all stakeholders in a variety of challenging situations. Projects may be new work, renovations, tenant fit outs, or replacement of existing systems/equipment. Salary Range: $110,468 to $120,468 Work Model: Onsite/In-Office
Responsibilities
Essential Duties & Job Functions:
- Provides day-to-day coordination of projects during inception, execution and closeout to include defining work activities, performance, evaluating workmanship/deliverables, and final acceptance.
- Develops technical Statement of Work (SOW) and Responses for Proposal (RFP) packages. Each SOW shall outline, at a minimum, the work to be performed, location of work, period of performance, deliverable schedule, applicable standards, acceptance criteria, safety parameters, relevant FAR clauses and any other special requirements (i.e., security clearances, travel, special knowledge, etc.). The SOW determination must align with local, state and federal laws pertaining to labor structures such as DBA and performance work statement limits.
- Works directly with Procurement to evaluate subcontractor proposals, bids and/or contracts, as necessary, according to established procurement policies and guidelines. Arranges site visits with contractors for RFP distribution and all activities in coordination with the Procurement team.
- Develops timelines and budgets for each project. Track schedules and manage project financials.
- Reviews plans, specifications, drawings and cost estimates to identify and correct any errors, omissions, code violations or potential inadequacies for review and/or correction.
- Measures contractor performance and ensures timely and successful service completion by planned surveillance and coordinated efforts with building supervisors. Works with Quality Control to develop a Quality Assurance Surveillance Plan that can be used in conjunction with each SOW.
- Plans, organizes, coordinates, directs and manages all activities for assigned projects in a manner such that there is minimal interruption to the customer's operation/employees.
- Acts as primary contact to the Government Project Managers assigned to the task order project.
- Convenes meetings with required parties concerning specifications, site conditions, internal air quality issues, project progress, work quality, disruptions, RFI delays, costing/funding and other problems that have the potential to impact any aspect of a project.
- Maintains good customer relations and keeps customer and manager informed of project status through weekly meetings and other means as needed.
- Maintains official sub-contract and service files including correspondence and past performance. Prepare and present weekly/monthly Technical Progress Reports as needed. Responsible for interdepartmental data coordination with regard to full cycle task order management.
- Assists the Procurement Department in finding best value when ordering materials for self-performance project work.
- Attends client meetings and pre-bid walkouts to provide the technical expertise in assessing and developing scopes of works.
- Works directly with the Task Order Manager to review departmental data statistics collected from the work control and quality control departments.
- Assists the Department Manager to determine the required sub-contract staffing needed to meet target goals and contract requirements.
- Works with Safety team to verify that contractors perform work in compliance with all applicable safety rules and regulations.
- Fills in for the Task Order Manager in his absence (i.e. vacation, travel, sick leave, training, etc.).
- Operate Customer or company owned motor vehicles.
- Supports other contract departments and staff as needed to support business needs.
- Performs other duties as assigned.

Job Requirements
Mandatory:
- High school graduate or equivalent GED.
- Minimum seven (7) years of experience defining, planning, and managing small to mid-sized construction and/or renovation projects up to $750k in value.
- Understanding of basic procurement regulations and site access controls during project execution.
- Ability to read and interpret construction specifications and blueprints.
- Ability to conduct group meetings, resolve construction conflicts and manage customer expectations.
- Proficient at developing and maintaining project schedules.
- Sound working knowledge Microsoft Office Suite including Word, Excel and Outlook.
- Excellent written, verbal, communication, and organizational skills.
- Ability to interact with a variety of people in a professional and courteous manner in diverse situations.
- Mature judgment and ability to work independently with minimal supervision.
- Ability to pass pre-hire background and drug screen.
- U.S. Citizenship.
- Ability to obtain and maintain the required intelligence community level clearance.
- Valid driver's license with acceptable driving record.
- Ability to lift 50 pounds.
Preferred:
- Possess the required security clearance.
- Bachelor's Degree in a related field.
- Possess a technical trade license.
- Working knowledge of FAR, DFAR, and DBA regulations as it relates to Federal project work.
- Demonstrated experience with a CMMS (Computerized Maintenance Management System).
- Demonstrated knowledge or education in environmental areas such as mold remediation.
- Experience working on a secure Government installation.
