Position Purpose:

As the Vice President, Medicare Systems and EDI for Palmetto GBA, you will provide overall senior leadership and be responsibility for all systems support activities at Palmetto GBA, a 400-person division of BlueCross BlueShield of South Carolina. You will direct and control all information systems activities from a contractual, strategic, tactical, and financial perspective. The Vice President will direct tactical and operational IT provisioning infrastructure to support contractual and operational business goals, as well as align and calibrate the LOB's technology deployment strategy with the corporate business strategy.

The successful candidate will have a strong knowledge of government contracting information system environments, security requirements, and data analytics, as well as experience leading IT departments with a broad array of tools and responsibilities.

For this role, you will need to have a bachelor's degree, and a broad understanding of industry Commercial-Off-The-Shelf (COTS) and proprietary systems will be integral. Description

Logistics: Palmetto GBA- one of BlueCross BlueShield's South Carolina subsidiary companies.

Location: This position is full-time (40-hours/week) Monday-Friday working ONSITE at our 17 Technology Circle, Columbia, SC 29203 location.

Government Clearance: This position requires the ability to obtain a security clearance, which requires applicants to be a U.S. Citizen.

What You'll Do:

  • Responsible for meeting all Information Systems contractual requirements related to the business.

  • Controls all Information Systems expenditures related to contracts including software, hardware, and total infrastructure.

  • Promotes current systems to meet the customer's business needs and corporate strategy. Represents customer account in all Information Systems activities that will impact their customer.

  • Directs the development, maintenance, and performance of a comprehensive and thoroughly documented Entity-Wide Security Program that meets business and contract requirements. Makes enhancements to the program as requirements are changed. System security program requirements should include but are not limited to: assessment, evaluation, and compilation of the corporation's compliance with the Core Security Requirements using the CMS approved methodologies and tools to meet CMS contractor requirements as reflected in the current Business Partner Systems Security Manual (BPSSM); system security plans and risk assessments for each Major Application and General Support System; a system security compliance certification statement to be included in the Certification Package for Internal Controls (CPIC); Information Technology Systems Contingency Program; Corrective Action Plans (CAPs) and Plans of Actions and Milestones (POA&M); Computer Security Incidence Response Program; Systems Security Profile.

  • Leads all business development activities in conjunction with relevant business unit within Government Programs.

  • Oversees development of business development plans for each Government Programs' organization and supports the efforts to execute these plans.

  • Participates in executive level planning around implementation of the Business Development Plan.

  • Responsible for achieving business development goals for Government Program's various product lines.

  • Develops the customer contact plan staying up-to-date with the customer's needs and goals as well as understanding the value of partnerships and company dynamics.

  • Develops relationships with potential business and government customers and partners to leverage overall competencies to win new contracts. Manages efforts to market company's capabilities and competencies to include development of marketing materials.

  • Implements sales strategies for winning new business and retaining existing business.

  • Controls all Information Systems expenditures related to government-mandated reimbursable efforts.

  • Interacts with internal and external executives to ensure that Information Systems is meeting contractual, strategic, and tactical objectives.

  • Works with the business leadership team to influence strategic business decisions regarding the use of technology.

  • Participates in business technology planning, bringing current knowledge and future vision of technology and systems to business processes for a competitive advantage.

To Qualify for This Position, You'll Need the Following:

  • Required Education: Bachelor's degree

  • Required Experience:

    • 12 Years Twelve years experience in an Information Systems environment

    • 6 Years management experience OR equivalent military experience in grade E4 or above

We Prefer That You Have the Following:

  • Strong knowledge of government contracting information system requirements and system security requirements

  • Knowledge of Medicare contracting

  • Strong data analytics

  • Broad array of COTS and proprietary systems

  • Experience with specialty contracts

  • Knowledge and/or experience implementing artificial intelligence solutions
