This position is located in the Wisconsin State Laboratory of Hygiene Newborn Screening (NBS) Laboratory. The WSLH NBS Laboratory screens infants born in Wisconsin for 50 congenital disorders using dried blood specimens. Under the direction of the NBS Laboratory Director this individual will hold delegated authority for operation decisions within the NBS Laboratory, assist the NBS Laboratory Director with operation decisions and addressing issues within the NBS Laboratory, and provide supervision of the Newborn Screening (NBS) Laboratory Supervisors.

Essential Functions:
Manage overall operation of the daily functions of the NBS Laboratory, including testing areas and data management. Work with the NBS Laboratory Director and NBS Management Team to ensure appropriate use of financial, administrative, operational, and staffing resources. Provide input and support in the selection and purchase of equipment and supplies. Monitor and ensure laboratory resources are available where needed. Ensure adequate communication by leading regular management meetings and all staff meetings. Actively participate and engage with WSLH Laboratory committees and staff assigned to committee roles.

Supervise unit supervisors and monitor staff performance, including preparing formal performance evaluations for subordinates. Ensure assignment of daily work schedules for staff and supervisors, and monitor personnel including the selection, orientation, training, assignments, and evaluations; and approve all leave time of subordinate employees. Plan and establish priorities for monitoring workloads and productivity, and evaluate staffing needs. Provide assistance with staff recruitments, onboarding, and other human resources procedures.
Ensure the analytical techniques used by staff are in accordance with CLIA/CAP requirements and Newborn Screening SOPs and policies. Ensure the review of all quality control, proficiency testing, instrument acquisition, tracking maintenance, quality assurance records, and any associated corrective actions, as delegated. Delegated duties are at the discretion of the CLIA/CAP Director.
Ensure the laboratory quality assurance plan and procedures are followed and updated. Monitor the QA program to ensure the customer and compliance needs are met. Provide customer quality reports as needed. Work closely with the NBS Laboratory Director and quality staff to ensure regulatory compliance in all areas of the laboratory, including compliance with safety requirements, training, and laboratory accreditation documentation.

Assist with the development of the annual laboratory budget. Monitor the laboratory budget and assist the laboratory director with management of revenue and expenses, where needed.

  • Serves as the unit liaison to internal and external stakeholder groups providing organizational information and representing the interests of the unit - 15%

  • Recommends, reviews, and directs personnel resource allocation to ensure appropriate utilization of resources - 20%

  • Develops and audits administrative operating reports, budgets, policies, and procedures to comply with regulations, institution policies, and business objectives - 15%

  • Supervises managerial, professional, and support staff of the unit or division and facilitates unit staff developmental opportunities - 15%

  • Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees - 15%

  • Directs, implements, and monitors strategic planning initiatives to ensure appropriate use of financial, administrative, and staffing resources - 20%

Negotiable based on experience and qualifications.

Required Qualifications:

Ability to meet CLIA/College of American Pathologists (CAP) Technical Supervisor requirements; minimum of ten years of experience in clinical laboratory testing and five years of experience supervising a clinical high-complexity laboratory, required. Public Health Laboratory and/or Newborn Screening Laboratory experience preferred; experience in supervising quality assurance programs, experience in supervising laboratory operations, experience in supervising process improvement; preferred.

A visual color screening test is required prior to an offer of employment.

Education:

Required: Bachelor's degree in a chemical, biological, clinical or medical laboratory science, or medical technology from an accredited institution.

An official (or copy of an official) transcript showing conferred degree will be required as a condition of employment. For degrees earned outside of the United States, proof of qualification equivalency is required and must be performed by a nationally recognized organization such as the National Association Credential Evaluation Services, Inc. (NACES) (http://www.naces.org) or the Association of International Credential Evaluators, Inc. (http://www.aice-eval.org).
