Pay Range

$231,660 - $293,760 Annually for the TSL.5 level

This is the lowest to highest salary in good faith we would pay for this role at the time of this posting. Pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We have an opening for a Superblock Capabilities Enablement Manager to support execution of a large and diverse portfolio of technical projects within the Superblock, a Hazardous Category 2 nuclear facility.

You will manage employees and resources to accomplish the technical requirements, including developing and overseeing project plans, schedules, budgets, corrective actions, and status reporting. You will interact with all levels of management within, and external to, the Superblock to support a wide range of projects, balance priorities, manage execution, and ensure resources are effectively allocated and appropriately staffed. Responsibilities include assisting in the management and development of staffing, short-term and long-term strategic planning and goals, and budgets. This position is in the Defense Technologies Engineering Division (DTED) within the Engineering Directorate.

This position may offer a hybrid schedule, blending in-person and virtual presence. You may have the flexibility to work from home one or more days per week.

You will

  • Provide advanced technical leadership and supervision to, and collaborate with, a multidisciplinary team of employees and support personnel to execute large, diverse, and highly complex technical projects within the Superblock.
  • Exercise independent judgment and initiative, and perform in-depth analyses of multiple factors, to provide solutions to highly complex issues/problems where a high degree of ambiguity exists around techniques and approaches.
  • Perform high level goal setting and strategic planning, direct the accomplishment of both short term and long-range project/program goals and objectives, determine methods, techniques, and evaluation criteria, and ensure that deliverables are met.
  • Coordinate with Superblock engineering portfolio leads to identify required project support resources by understanding the specific tasks involved and matching those needs with the technical specialties and availability of individual support staff.
  • Maintain a comprehensive overview of all ongoing Superblock engineering projects, their schedules, and resource requirements to anticipate and predict potential resource conflicts before they impact project delivery and to allocate resources and balance workloads to maximize efficiency and meet project milestones.
  • Coordinate hiring and requests for additional resources when project demands exceed baseline allocations, using a clear understanding of project priorities, urgency, and integrated schedule requirements to justify and communicate needs effectively.
  • Elevate significant risks, both anticipated and realized, related to resource allocation, project timelines, or deliverables to leadership in a timely manner to enable prompt decision-making and mitigation actions.
  • Develop and maintain positive relationships with key stakeholders, serve as project spokesperson and subject matter expert, provide advice, and influence strategic technical decisions.
  • Establish and maintain databases, spreadsheets, or tracking systems to track status of action items, corrective actions, and lessons learned.
  • Meet project scope, schedule, budget, and quality objectives and communicate project status, issues, and changes to senior management.
  • Perform other duties as assigned.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor's degree in an Engineering field such as Mechanical, Structural, Electrical or Civil Engineering, or a related technical discipline, or the equivalent combination of education and related experience.
  • Extensive experience managing complex, multidisciplinary engineering projects within nuclear facilities.
  • Demonstrated track record of effectively promoting and implementing safe work practices, including OSHA, environmental, safety and health standards.
  • Expert communication, facilitation, collaboration, problem-solving and interpersonal skills at the technical level necessary to successfully direct an organization, lead innovative research and operations, present and explain technical or operational information, provide recommendations and advice, and exert influence and negotiate as needed with management, regulators, reviewers and stakeholders on various operational issues and matters of significance to the organization.
  • Extensive experience in the leadership of personnel for technical projects, including establishing staffing pipelines, and demonstrated ability to effectively build, lead, mentor, and motivate cooperative multi-disciplinary teams across a broad range of activities.
  • Extensive experience and expert level skills in utilizing project management and systems engineering principles and tools for program execution.
