The Sheriff Record Specialist Supervisor provides day-to-day oversight of staff in the Records and Automated Fingerprint Information System (AFIS) Division. MCSO is mandated by Arizona Revised Statutes to maintain a central repository of criminal arrest warrants and other injunctions of courts within Maricopa County, providing 24-hour-per-day access and verification services. The Supervisor monitors staff and processes to ensure compliance with rules and regulations is maintained.

Position Qualifications

Education

  • High School Diploma or GED

Experience

  • Five (5) years of court, legal or related experience.

OR

Combined education and experience qualifications

  • Other combinations of post-secondary education and experience may substitute for the minimum qualifications on a year-for-year basis.

Other requirements

  • Must obtain ACJIS Terminal Operator Certification within seven (7) days of hire or promotion and maintain certification throughout the course of this assignment.
  • Must possess a valid Arizona driver's license or have the ability to obtain one by the time of hire.
  • Training that may be provided on-the-job: FEMA NIMS - IS100 and 700; Safety; Payroll; PREA.
  • Prior to hiring, the Sheriff's Office requires that all candidates pass a background review.

Essential Job Tasks

(This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)

  • Supervises employees and coordinates personnel-related activities to include, but not limited to: hiring, training, developing work schedules, recommending personnel actions, coaching and counseling, establishing performance goals, and completing performance evaluations.
  • Establishes daily, weekly, and monthly objectives and communicates clearly to staff.
  • Manages assignment rotation and cross-training; assigns responsibilities and prepares staff schedules; completes staff-assigned duties or assists with coverage during staffing shortages; responds to staff questions during assigned on-call periods.
  • Recommends changes and research improvements to processes and procedures to increase efficiency and compliance.
  • Trains new employees in procedures and policies.
  • Trains and mentors lower-level staff and assists in resolving complex problems and questions.
  • Leads projects to automate processes and practices; implements process improvement recommendations.
  • Ensures strict adherence to guidelines and standards, including proper handling and safe use of equipment.
  • Supervises, monitors, and processes public records requests.
  • Extracts and analyzes data from Sheriff's Inmate Electronic Data (SHIELD); Justice Web Interface (JWI); Jail Management Query Tool System; Arizona Criminal Justice Information System (ACJIS); Arizona Crime Information Center (ACIC)/National Crime Information Center (NCIC); ALETS/National Law Enforcement Telecommunications System (NLETS); Integrated Court Information System (iCIS); OffenderWatch; Karpel Case Management; Records Management System (RMS); Traffic Accident and Criminal Software (TraCS); and OnBase Document Retrieval System.
  • Receives, processes, and logs incoming subpoenas.
  • Testifies in court as required.
  • Maintains an accounting of monies received for fingerprint services and departmental reports copying.
  • Oversees adult business license fingerprint card processes.
  • Oversees sex offender registration processes.
  • Oversees public records requests for completeness and accuracy of necessary redactions.
  • Reviews and verifies Incident Reports for FBI Uniform Crime Reporting (UCR), National Incident-Based Reporting System (NIBRS) statistics.
  • Expunge or seal records.
  • Prepares warrant and arrest reports.
  • Prepares National Crime Information Center (NCIC) validation on wanted persons, stolen vehicles, guns missing persons, stolen license plates, and sex offenders.
  • Acts as the Manager in their absence.
  • Performs other duties as assigned.

Typically, successful candidates are hired at a salary rate, up to midpoint of the range, based on applicable experience, internal equity and budgetary allowances.
