ASSET MANAGER DEPARTMENT OF PUBLIC WORKS CITY OF WORCESTER The City of Worcester is seeking qualified applicants for the position of Asset Manager for the Sewer Operations Division within the Department of Public Works. Under the direction of the Director of Sewer Operations, the position is responsible for overseeing the Department of Public Works's Enterprise Asset Management (EAM) or Computerized Maintenance Management System (CMMS) Program. This position will be responsible for inventorying, maintaining, and optimizing the lifecycle of the City of Worcester's physical infrastructure and equipment. This role involves citywide strategic planning and execution of administrative and technical responsibilities to implement, manage, and improve asset management processes across all Public Works divisions: Water, Sewer, Engineering, Streets, and Central Garage. Bilingual and multilingual applicants are encouraged to apply. ESSENTIAL TASKS:
- Lead the development, implementation, and continuous improvement of the City's Enterprise Asset Management (EAM) program in alignment with public infrastructure best practices
- Conduct asset management maturity assessments and guide the City towards a fully optimized asset management system
- Collaborate with the City's technical and Geographic Information System (GIS) teams to support EAM technologies, including mobile data collection and field solutions
- Coordinate with each DPW division to establish and maintain long-term maintenance and capital improvement plans based on asset condition, risk, and performance
- Coordinate with other City departments to align asset management activities with citywide strategic initiatives
- Maintain and improve the City's asset inventory database, including lifecycle tracking, condition assessments, criticality scoring, and valuation
- Establish and monitor Key Performance Indicators (KPIs) across divisions to track asset performance and inform decision-making
- Provide mentoring, technical assistance, and training to staff across all DPW divisions in asset management practices
- Manage consultant contracts and special projects assigned by Division Directors related to asset inventory, infrastructure planning, and data management
- Develop reports, capital planning documents, user interface dashboards, and conduct presentations for internal stakeholders, City leadership, and elected officials
- Must be available for after-hours work as needed for emergencies or special project deadlines
- Perform related work as required
SECONDARY ELEMENTS:
- Mentor, train, and evaluate assigned staff and consultants supporting asset management activities
- Prepare and manage program budgets related to asset management systems and data collection efforts
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Strong understanding of asset management principles and practices,
- Advanced analytical skills to interpret data and performance metrics for asset condition, risk, and investment prioritization
- Proficiency in Microsoft Office 365 and enterprise asset management systems
- Demonstrated understanding of GIS software and applications
- Excellent verbal and written communication skills, including the ability to present complex data to technical and non-technical audiences
- Demonstrated ability to lead cross-departmental initiatives and build consensus across diverse teams
- Strong organizational and project management skills with the ability to balance competing priorities
- Proficiency in Massachusetts Department of Environmental Protection (DEP), United States Environmental Protection Agency (EPA), and local regulatory frameworks applicable to municipal public works projects
- Regular onsite attendance is required
MINIMUM REQUIREMENTS:
- Bachelor's degree in Civil Engineering, Public Administration, Information Systems, Business, or a related field
- An equivalent combination of education, training and five (5) years of experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above requirement.
- Three (3) years of experience in asset management program development or oversight
- Three (3) years of experience in project management, budgeting, and strategic planning
- One (1) year of experience with EAM systems (e.g., CentralSquare Lucity)
- Excellent Communication Skills
- Valid Driver's License
PREFERRED QUALIFICATIONS:
- Four (4) years of experience in asset management program development or oversight
- Four (4) years of experience in project management, budgeting, and strategic planning
- One (1) year of experience with GIS software and applications
- Two (2) years of experience working with municipal infrastructure systems and operations
- Proficiency with GIS software and applications
- One (1) year of supervisory experience as a manager or lead
