The Resource Specialist is responsible for identifying, maintaining, and coordinating access to resources that support disaster survivors' recovery needs. This position develops and manages a comprehensive database of available federal, state, local, tribal, and non-governmental assistance programs and serves as the primary point of contact for case managers seeking referrals and resource information. The Resource Specialist ensures equitable access to services, including accommodations for individuals with disabilities and access/functional needs.

Compensation & Benefits:

Estimated Starting Salary Range for Resource Specialist: Pay commensurate with experience.

Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.

Resource Specialist Responsibilities Include:

  • Develop, maintain, and regularly update a resource directory of public and nonprofit programs, services, and benefits.
  • Support Case Managers by quickly identifying and providing information on available resources for client referrals.
  • Build and sustain relationships with community-based organizations, government agencies, and nonprofit partners.
  • Track emerging resource gaps and trends; provide recommendations for expanding partnerships or addressing unmet needs.
  • Collaborate with VOAD/COAD partners to support coordinated disaster recovery efforts.
  • Prepare reports on resource utilization, availability, and updates to ensure program effectiveness.
  • Provide training and updates to Case Managers on new or changing referral options.
  • Serve as a knowledge hub for navigating assistance systems and ensuring survivors receive equitable access to services.
  • Performs other job-related duties as assigned

Resource Specialist Experience, Education, Skills, Abilities requested:

  • Bachelor's degree in Human Services, Public Administration, Social Work, or related field.
  • 2-4 years of experience in resource coordination, nonprofit service delivery, or community outreach.
  • Strong organizational and communication skills with the ability to build collaborative relationships.
  • Proficiency in database management, resource mapping, and information-sharing systems.
  • FEMA VOAD/COAD training recommended but not required. Knowledge of disaster recovery processes and available resources.
  • Ability to maintain and navigate large sets of information.
  • Builds and sustains networks with internal and external partners.
  • Identifies resource gaps and proposes solutions.
  • Clearly conveys information to Case Managers and partner agencies.
  • Responds quickly to changing community needs and evolving disaster recovery environments.
  • Must pass pre-employment qualifications of Cherokee Federal

The Resource Specialist must meet all North Carolina Emergency Management (NCEM) and Department of Public Safety (DPS) personnel requirements to be eligible for assignment under this contract.

Background Investigation: Candidate must successfully complete a criminal background check prior to hire.

Disclosures: Candidate must not have any felony convictions or convictions involving fraud, misappropriation, deception, or moral turpitude. Any regulatory sanctions, pending investigations, or civil litigation within the last three years must be disclosed as part of the vetting process.
