The Quality Assurance (QA) Specialist ensures the accuracy, integrity, and compliance of Disaster Case Management (DCM) services delivered under the contract. This role safeguards adherence to FEMA, NCEM, and State regulations while promoting continuous improvement in case management practices, reporting, and data security. The QA Specialist supports transparency, accountability, and continuous program improvement by providing actionable insights and guidance to program leadership.

Compensation & Benefits:

Estimated Starting Salary Range for Quality Assurance Specialist: Pay commensurate with experience.

Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.

Quality Assurance Specialist Responsibilities Include:

  • Ensure all services meet FEMA, NCEM, and federal monitoring and quality control standards
  • Oversee adherence to HIPAA, privacy, and confidentiality requirements
  • Coordinate with NCEM during scheduled site visits and audits; prepare documentation, file structures, and checklists.
  • Conduct regular audits of case files and program activities to ensure compliance with NCEM and FEMA standards.
  • Review policies and procedures for adherence and recommend operational improvements.
  • Monitor program performance indicators and identify areas for corrective action or enhancement.
  • Provide feedback and guidance to staff to improve quality, efficiency, and compliance.
  • Prepare detailed reports on monitoring findings, trends, and recommendations.
  • Collaborate with leadership to implement best practices and continuous improvement initiatives.
  • Ensure data accuracy and integrity across program records and reporting systems.
  • Support transparency and accountability measures for program operations.
  • Performs other job-related duties as assigned

Quality Assurance Specialist Experience, Education, Skills, Abilities requested:

  • Bachelor's degree in Quality Management, Public Administration, or a related field.
  • 3-5 years of experience in program monitoring, quality assurance, or compliance roles preferably in disaster recovery, human services, or federally funded programs. Certifications (Preferred)
    • Certified Quality Auditor (CQA).
    • FEMA monitoring or quality assurance training.
  • Strong knowledge of quality assurance principles and program monitoring practices.
  • Experience conducting audits and reviewing compliance with policies and standards.
  • Excellent analytical, problem-solving, and critical thinking skills.
  • Strong written and verbal communication skills for reporting and collaboration.
  • Ability to provide constructive feedback and support continuous improvement.
  • Proficiency with Microsoft Office Suite and program monitoring tools.
  • Attention to detail and commitment to accuracy, transparency, and accountability.
  • Must pass pre-employment qualifications of Cherokee Federal

The Quality Assurance Specialist must meet all North Carolina Emergency Management (NCEM) and Department of Public Safety (DPS) personnel requirements to be eligible for assignment under this contract.

Background Investigation: Candidate must successfully complete a criminal background check prior to hire.

Disclosures: Candidate must not have any felony convictions or convictions involving fraud, misappropriation, deception, or moral turpitude. Any regulatory sanctions, pending investigations, or civil litigation within the last three years must be disclosed as part of the vetting process.
