The Medical Director of Packard Children's Health Alliance (PCHA) serves as the senior medical leader of the LPCH Medical Foundation owned and operated by LPCH, with SOM, within which clinical services are provided by Packard Medical Group physicians. The Medical Director partners with the PCHA Chief Operating Officer (COO), and respective administrative associates, to lead the strategic development of the community-based network of physician offices and clinics associated with LPCH and its care delivery system. In this capacity, the Medical Director ensures the highest level of quality, safety and service within PCHA practices consistent with the vision, values, mission and strategic priorities of LPCH. The Medical Director advocates for the needs and interests of patients served by the designated Services in LPCH strategic planning efforts, integrating PCHA operations with Faculty Practice Organization (FPO) Ambulatory Services, and other LPCH strategic Centers of Excellence. Strategic Leadership
- With the PCHA COO, FPO ASMD, and administrative colleagues, provides leadership for the strategic development of an LPCH-based integrated care delivery system within which community-based physician offices and LPCH clinics serve as the entry point and potential medical home for patients served within the network. Works to position the LPCH enterprise for leadership in the development of new models of integrated pediatric and obstetric health care, with an emphasis on complex care management.
- Within the context of the LPCH and PCHA strategic planning processes, advocates for delivering physician-office based health care services that reflect the highest level of quality and service available throughout the LPCH enterprise.
- With the ASMD and administrative colleagues, develops a long-term vision for the delivery of physician office, ambulatory and clinic-based services in convenient, accessible, efficient, service-oriented facilities reflective of LPCH values and goals.
- Partners with the Director of Network Development and CEO of PCHA in the design and development of the PCHA network, including aiding in the recruitment of physician practices.
- Partners with the Director of Network Development in the recruitment and contract development for potential group practices, individual physicians, and other PCHA providers.
- In partnership with the COO and PCHA Site and Practice Administrators, leads the process for defining the operational goals and objectives for PCHA, and spearheading implementation.
- Collaborates with the leadership of Centers of Excellence, other Departments and support services to develop the critical role of clinics and medical offices in the care delivery system, working toward seamless integration of PCHA practices with other functions of the organization.
- Provides input to the LPCH strategic marketing plan and assists with its implementation with Strategy and Business Development.
- On behalf of Foundation, and subject to delegation of signature authority by Foundation Chief Executive Officer, authorize Foundation Medical Director to execute each "Group Physician Compensation Addendum" to the PSA between Foundation and Group to incorporate the terms of compensation pursuant to each employment or other compensatory agreement for each Group physician approved by the PCHA Compensation Committee.
Quality Management and Performance Improvement
- Accountable for the PCHA-wide Quality Improvement structure.
- In partnership with the ASMD, emphasizes and promotes an environment of standardized clinical work where possible and appropriate, with a focus on superior clinical outcomes, clinical effectiveness and continuous improvement of performance.
- Evaluates the quality, safety and appropriateness of services pertaining to patient care in PCHA practices in collaboration with COO and other administrative partner and reporting Medical Directors.
- Ensures that annual medical performance improvement plans are developed and implemented for all PCHA practices, with an emphasis on the development of high-value programs and actions.
- Ensures the participation of PCHA providers in formal LPCH-wide quality improvement efforts and committees, as appropriate.
- Maintains personal knowledge of federal health care regulations, the Joint Commission, licensure and other accreditation or regulatory requirements for the hospital, particularly as they apply to PCHA practices, and ensures compliance with same.
- Ensures that complaints / problems arising from patients / families served by PCHA practices are appropriately resolved in collaboration with relevant management and medical staff personnel.
- With the ASMD, serves as leader and advocate for management of patients with complex care requirements, collaborating and co-managing as appropriate with network partners and LPCH medical staff to ensure progression of patients to the appropriate level of care.
- Exemplifies and advocates for Family Centered Care processes and methods in all clinical initiatives.
Financial and Data Management
- Provides leadership for conceptualizing and managing with quality and financial dashboards, consistent with the overall institutional dashboard, yet specific to clinic and office-based health care services in the context of an integrated care-delivery system.
- Leads the design and development of appropriate incentives to gain provider engagement in achievement of system goals, particularly as they relate to ambulatory and physician network service development.
- Works actively with COO and other administrative partners to promote value and affordability of care and to achieve the financial performance objectives of PCHA and LPCH by:
- partnering with management in planning and managing the PCHA budget;
- participating in capital planning and acquisitions for the Foundation;
- identifying and assisting with cost-containment / value promotion strategies;
- participating in appropriate Medical Staff utilization review activities.
- Ensures medical records and other reports of patients are completed in a timely fashion to meet LPCH and Medical Staff requirements.
- Collaborates with administrative partner to implement appropriate safeguards to ensure confidentiality of protected health care information and other confidential information.
Personnel Management
- Direct reports include Nursing Director of Quality, PCHA Medical Directors and PMG employed physicians and advanced practice providers.
- Establishes and communicates standards designed to achieve superior clinical performance and excellent service for all PCHA and ambulatory service medical providers. Assures medical staff comply with standards; addresses physician performance below standards through coordination with relevant Clinical Service Chief.
- With PCHA and FPO administrative leaders, develops policies for the operation of the evolving physician office, clinic and ambulatory care network.
- Assures sufficient medical staffing exists to provide 24/7/365 medical consultation for patients and continuity of care across the strategic network.
- Participates in appropriate management development programs as required and recommended by LPCH Administration. Uses insight and feedback from supervisors, peers, and management colleagues to address gaps in performance.
- Ensures the routine evaluation, monitoring and documentation of the professional performance of all individuals with delineated clinical privileges within the Foundation.
- Provides input regarding performance evaluation and competence of technical and clerical staff in the Foundation, as appropriate. Medical Director role and efforts; supports similar documentation efforts of other Medical Directors within the physician network.
Education
- Maintains awareness of the Accreditation Council for Graduate Medical Education (ACGME) activities taking place within PCHA locations. Ensures an environment supportive of the education and training of health professionals.
- Supports the Continuing Medical Education efforts of all providers and clinical staff working within the Foundation.
- Ensures that PCHA physician and administrative leaders participate in all mandatory education and training sessions sponsored or required by LPCH.
Medical Staff Relations
- Works actively to promote positive relations with other Departments, the Medical Staff and the broader LPCH provider network.
- Ensures attendance and participation in appropriate LPCH and Medical Staff committees as assigned.
- Coordinates and integrates inter-departmental, intra-departmental and intra-network services in collaboration with PCHA management.
Qualifications
Education: Graduate of approved medical school and of an accredited residency program in family medicine, internal medicine or internal medicine/pediatrics. Experience: Board certified or Board eligible in appropriate discipline. Licensed to practice medicine in the State of California. Minimum ten (10) years of proven successful experience as a practicing clinician and five (5) years of successful senior/director level management experience. Eligible for Hospital privileges. Active member of the faculty; the Medical Director LPCH Medical PCHA appointment is co-terminus with the faculty appointment. Strong community health/public health orientation, experienced in patient care management, and demonstrates managed health care knowledge and experience. Knowledge of or experience with healthcare information systems, such as electronic health record and practice management systems experience. Experience in a multiple provider medical practice. Physical Requirements and Working Conditions The work involves considerable physical exertion such as frequent lifting of patients and equipment, bending and stooping, and walking. The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stress which require a range of safety and other precautions, where conditions cannot be controlled. General office and outpatient clinical setting with frequent travel between work locations. Additional Information
