South Mountain Community College (SMCC) reflects the diversity of the surrounding community, a rich mix of rural, urban, and suburban neighborhoods. Job Summary

The Fiscal Analyst, specializing in payroll is responsible for managing and coordinating payroll-related activities for faculty and staff at South Mountain Community College. The role requires meticulous attention to detail, commitment to confidentiality, proactive analysis, and compliance with employment regulations and college policies.

Essential Functions

Payroll Management and Coordination (75%)
  • Manages payroll processes at the college level to ensure accurate pay processing at the District level.
  • Collaborates closely with the District Payroll team to ensure timely and accurate compensation. Collaborates with Academic Affairs Scheduling function to:
    • Pay Period Audits - Both roles nudge pending assignment approvals
  • Calculates Chair and faculty supplemental pay, obtains necessary approvals, and completes accurate data entry in alignment with the Faculty Agreement and Staff Policy Manual.
    • Processing of Faculty One-Time or Additional Pay Dynamic Forms
    • Creation of SIS Faculty Pay Forms
    • Monitoring Approvals for SIS Pay Forms
    • Notifying Faculty of Approved Pay Forms
    • Audit by Pay Period of SIS to HCM Integration
    • Sub Pay Questions
    • Tableau Max Earnings Assistance
    • Review Faculty Supervision & Non-Supervision Budgets for Accuracy and Compliance Within Admin Regs and RFact
    • Off-Cycle Checks
  • Calculates retroactive pay adjustments and other pay modifications, accurately inputting data into payroll systems.
  • Supports payroll processes for part-time, hourly, exempt, and faculty pay in accordance with Maricopa County Community College District policies, including the Faculty Agreement and Staff Policy Manual.
  • Proactively researches and analyzes payroll data using the Human Capital Management (HCM) system and Student Information System (SIS) to verify pay accuracy.
  • Investigates payroll discrepancies, determines root causes, and resolves issues efficiently.
  • Documents payroll errors, clearly communicating resolutions with employees, supervisors, and management, including missed approvals.
  • Develops routine and ad-hoc payroll reports, audits, and reconciliation documents.
  • Provides training and guidance to employees and supervisors on payroll procedures to ensure compliance.
  • Cross-trains team members on payroll functions to ensure coverage and consistency in payroll processing.

Position Management and Coordination (25%)

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in finance, accounting, business or public administration or related field and two (2) years of experience providing professional financial analysis and support in the areas of finance, payroll, budgeting, or a closely related financial/fiscal area of assignment.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

A. Experience with higher education or public sector payroll processes

B. Experience with MCCCD Faculty Pay or other complex pay structures

C. Proficiency in Human Resources Information Systems, Student Information Systems and Payroll Systems both in data entry, reporting and information analysis
