The person in this position will Interpret and implement various rules, regulations, and standards as applicable to accounting, finance and Oregon Administrative Rules. Leads and advises the section in providing prudent fiscal practices and procedures to assure adequate compliance and accountability, in line with federal, state and internal audit standards, as well as the department's priorities and values. Collaborate with agency staff on a variety of business and financial processes, including design and implementation of new or revised systems, and processes. Ongoing interaction with agency staff in decision and policy making, by identifying ways of utilizing various fiscal and programmatic data, to evaluate future decisions as it relates to benefits and risks. Assists the section Manager with biennial issuance of approximately $1 billion in bonded debt and is responsible for reviewing lower-level professional staff. MINIMUM QUALIFICATIONSSix years of progressively responsible experience included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information. A graduate-level degree in any of the above areas may substitute for four of the six years. Bond proceeds used to finance the development of multifamily affordable housing, as well as to provide below market interest rate loans for first time homebuyers. Bond-related activities provide a mechanism to fund loan programs by selling taxable and tax-exempt bonds to investors and using the proceeds to finance multifamily and single-family mortgage loans.
