The primary responsibility of the Proposal Manager is to lead multi-disciplinary pursuit teams in the development of statement of qualifications, technical proposals, and presentation materials for alternative procurement delivery projects. Directs and QCs the work of SME's/technical writers, proposal production team and graphics staff assigned to the pursuit from S&B, joint venture partner firms, design partner firms and third- party consultants to ensure on time completion of comprehensive, compelling, and compliant submittals. The successful candidate will be a champion of S&B USA's proposal document best practices, mentoring junior staff and guiding technical and operations staff through the proposal process. The Proposal Manager works independently in analyzing information and exercises discretion in creating the initial document all the way through completion of the final proposal document.

How You Will Make a Difference:



  • Proposal Oversight: Ensure all required elements of a pursuit request are integrated into the proposal document before the submission deadline.
  • Schedule Management: Develop and manage the proposal document schedule, aligning it with the overall pursuit timeline.
  • Document Analysis: Conduct thorough analyses of RFQs, RFPs, and RFIs, extracting key requirements and formulating strategic proposal narratives.
  • Storyboarding and Writing: Facilitate sessions for proposal storyboarding, strategic messaging, and creative writing across various project pursuits.
  • Proposal Work Plan Development: Implement the Proposal Work Plan as part of the Pursuit Execution Plan, addressing RFQ and RFP requirements and evaluation criteria.
  • Review Sessions: Lead kick-off meetings and color reviews for proposals, ensuring high-quality deliverables.
  • Strategy and Coordination: Spearhead proposal strategy sessions and workshops, coordinating task assignments within the proposal team.
  • Collaboration: Work closely with the graphics team to establish visual and textual standards for proposals.
  • Writing and Editing: Manage and contribute to both technical and non-technical sections of the proposal, ensuring clarity, consistency, and quality.
  • Compliance (QC) and Coordination: Ensure all proposal components are compliant with requirements, coordinating the collection of necessary documents and information.
  • Document Management: Maintain meticulous records of all proposal documents, ensuring proper archiving and storage.
  • Client Preparation: Assist in preparing for client interviews and developing interview materials.
  • Training and Mentoring: Offer guidance and mentorship to proposal team members, fostering their professional development.
  • Company Alignment: Stay informed about the Company's values and strategic plan, ensuring alignment in all proposal-related activities.

  • Education: Bachelor's and/or Master's Degrees in English or a related field
