The Senior Functional Subject Matter Expert (SME)/Lead will serve as the primary functional lead for the project. This role ensures that functional requirements are accurately captured, designed, tested, and implemented to support client's financial management, budgeting, and forecasting needs. The SME/Lead will work closely with stakeholders, technical teams, and program leadership to deliver high-quality solutions aligned with Federal standards. Responsibilities:
- Lead the design, development, testing, and maintenance of SAP-based BAS solutions for large and complex Federal financial implementations.
- Translate business requirements into functional specifications, ensuring alignment with USDA financial processes and BAS solution capabilities.
- Oversee gap analysis, requirements workshops, and functional enhancements for Spend Planning, Salaries & Benefits, and Budget Authority Management modules.
- Provide expert guidance on Federal Spend Plan processes, ensuring solutions support accurate forecasting, variance analysis, and compliance requirements.
- Support client agencies in developing detailed spend plans, personnel cost forecasting, and budget authority management aligned with governance requirements.
- Develop and execute unit test plans, validate system functionality, and resolve issues in collaboration with technical teams.
- Support client-led Quality Assurance Testing (QAT) and User Acceptance Testing (UAT), ensuring functional requirements are fully validated.
- Conduct functional design walkthroughs, configuration reviews, and training sessions for client stakeholders and power users.
- Provide functional expertise during onboarding of new agencies into the BAS system, including configuration, data integration, and reporting.
- Ensure knowledge transfer to client federal staff to build internal capacity and sustainment capabilities.
- Collaborate with technical SMEs to implement web services and interfaces with SAP ECC/S4 HANA and other client systems.
- Develop and validate reports, dashboards, and analytics to meet agency-specific needs while ensuring enterprise consistency.
Qualifications
- Senior-level knowledge and skills designing, developing, testing, and maintaining SAP products and CFO Control Tower BAS solutions, for large and complex implementations,
- Prior experience developing functional design specifications and creating / executing unit test plans.
- Demonstrated, comprehensive understanding of Spend Plans across Federal Civilian Agencies ensuring the ability to support accurate forecasting and compliancefor the client.
- Senior-level knowledge and hands-on experience with SAP products and CFO Control Tower BAS solutions in Federal environments.
- Demonstrated expertise in Spend Plans, ensuring compliance and accurate forecasting across Federal Civilian Agencies.
- Experience creating functional design specifications, test plans, and executing functional testing.
- Experience implementing web services to SAP ECC/S4 HANA or similar Federal financial systems.
- Strong communication and leadership skills to guide functional teams and interface with senior stakeholders.

- Strong communication, presentation, analytical, and technical skills.
- Demonstrated ability to work independently with minimal supervision.
- Bachelor's degree or equivalent related experience.
- Must be able to clear a federal background investigation - Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
