The Metropolitan Council's Metro Transit Division is one of the country's largest transit systems, employs more than 3,000 people, and provides ridership through an integrated network of buses, light rail and commuter trains, as well as a resource for those who carpool, vanpool, walk or bike in the Twin Cities.

How your work would contribute to our organization and the Twin Cities region:
The Market Development Specialist will be responsible for developing and implementing strategic marketing plans to support the Renew the Blue multi-year initiative for Metro Transit. In addition, you will manage projects that increase ridership, revenue and other initiatives that support Metro Transit Forward vision and mission.

This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

Recruitment Type: This posting will establish a six-month candidate pool for present and future openings.


What you would do in this job

  • Develop and implement strategic marketing plans to promote Metro Transit's services with a focus on the Renew the Blue multi-year initiative.
  • Develop and secure media plans and track in-market media performance and adjust as needed.
  • Manage all aspects of Renew the Blue and other marketing projects from development to execution including project timelines, budget, and tracking creative stages from copy writing and design.
  • Meet continuously and collaborate with key stakeholders to accurately coordinate marketing and communication strategies for established project goals.
  • Anticipate project financial requirements and coordinate budget approval, purchase order numbers, ensure payment of invoices and tracking of individual project budgets.
  • Facilitate and collaborate with cross functional teams comprising of staff from multiple divisions to analyze and identify opportunities for program awareness initiatives.
  • Research, identify and/or develop initiatives, such as events, quarterly stakeholder meetings and other opportunities to showcase Renew the Blue, that will be critical to project awareness.
  • Support stakeholder initiatives that can include collateral creation, securing event giveaways and staffing at events.
  • Develop and foster key partnerships that will help further enhance awareness of Renew the Blue and other key projects.
  • Marketing promotion development which includes strategizing, building and overseeing marketing campaigns using a multiplatform approach that includes advertising and promotions to increase ridership, provide customer service and promote brand awareness.

What education and experience are required for this job (minimum qualifications)

  • High school diploma/GED AND at least seven (7) years of related marketing and public relations experience to include advertising, market research and media community relations.
  • Associate's degree or higher in Marketing, Business Administration, Communications or related field AND five (5) years of related marketing and public relations experience to include advertising, market research and media community relations.
  • Bachelor's degree in Marketing, Business Administration, Communications or closely related field AND three (3) years of marketing and public relations experience to include advertising, market research and media community relations.
  • Master's degree in Marketing, Business Administration, Communications or related field AND one (1) year of marketing and public relations experience to include advertising, market research and media community relations.

What knowledge, skills and abilities you should have within the first six months on the job:
  • Knowledge of and ability to put strategic marketing principles and practices into action.
  • Knowledge of Market data analysis and market research processes.
  • Skilled in managing projects and planning, organizing, and implementing public events.
  • Skills in collaboration, facilitation and communications with internal MT departments and external venders, marketing partners.
  • Detail-oriented, organized, and applies effective time management skills to meet all deadlines. Able to successfully prioritize and manage multiple tasks and numerous projects in a fast-paced environment. Communicates clearly and effectively both orally and in writing to all levels of people inside and outside the organization, including possessing good grammar, voice and diction. Skilled in public speaking and conducting presentations using a laptop.
  • Skilled in using Microsoft Teams, Word, Excel, PowerPoint applications and ability to use email and Outlook calendar functions for setting up meetings, presentations and events.
  • Effective problem analysis and resolution skills.
  • Active listening skills and skilled in dealing with conflict and stressful situations.
  • Ability to understand statistical analysis and database management.
  • Ability to use copiers, printers, and other office equipment required for putting together meeting materials.

If you are new to the Metropolitan Council, you must pass a drug test (safety sensitive positions only), and a background check which verifies education, employment, and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The
Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.
