The Washington County Highway Department, located in West Bend, is currently recruiting an Assistant Project Engineer. Under the general direction of the Project Engineer, assists in the administration and management of projects during the planning design and construction phases of a wide variety of county construction projects.

Qualified Candidate must possess:
*A Bachelor's Degree in Civil Engineering, Construction Project Management with an Internship or relevant experience OR
*An Associate's Degree in Civil Engineering or related field and four years of related work experience including highway design, construction and maintenance.
*Knowledge of computer assisted drafting and design (CADD) preferred.
*Some education and/or experience in project management desired.
*Must possess a valid Wisconsin driver's license.

Position Summary:
Under the general direction of the Project Engineer, assists in the administration and management of projects during the planning, design, and construction phases of a wide variety of county construction projects.
Duties/Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.
*Assists the Project Engineer in leading a project team of professional staff, consultants and/or elected officials in the planning phases of various county projects, including activities such as: coordinating planning meetings, conducting site analysis and developing planning options, reports and recommendations. With the Project Engineer, determines allocation of funds for development projects.

*Assists with or provides project bidding, and contracting, such as the preparation of bid materials, request for proposals, site showings, reviewing/developing/administering contracts and/or construction standard.

*Assists with facilitation of land acquisitions, pre-construction conferences, coordinate construction activities and performs construction inspecting, resolves problems, project close out documents, pay documents, and inspection logs to ensure quality and quantity of work.

*Prepares detailed construction/grading/plans for County structures, roads, parking and recreational centers, estimating quantities and costs, and writing construction and material specifications.

*Provides guidance and knowledge to county staff working on various county projects during the planning, design and construction phases.

*Performs field work such as conducting field surveys, setting grades, staking out planting, building and other construction projects. Aids in the design of storm water ponds, grading and drainage plans and culverts.
*Communicate pertinent information between management, staff, and clients

*Performs other duties as assigned, including responding to an emergency event.

Work Direction Received:
Works under the general direction of the Project Engineer. Project priorities may originate from other County administrative structure.
Supervision Exercised:
None.
Decision Making:
Decisions can be made in conjunction with the Project Engineer concerning onsite development, directions given to staff and contractors for construction projects in the construction of roads, buildings and facilities; Onsite inspection and directions to staff or contractors with regards to maintenance and new construction projects.; Consultations given to administrators, surveyors, developers and engineers regarding construction projects. Decisions may be subject to review by Project Engineer or department head.
Interaction:
Under supervision of the Project Engineer, there is significant interaction with various County, State and Federal agencies, consultants, elected officials, other County Departments, rural landowners, contractors, media and the general public.
Essential Knowledge and Abilities:
Knowledge of theories, principles and practices of project management, Geographic Information Systems; working knowledge of Computer Aided Design programs such as AutoCAD, the principles; knowledge of construction principles, practices, methods and materials; ability to visualize and execute a project from its inception through the successive steps of design, construction and completion; ability to prepare and write specifications for contracts; ability to prepare professional maps, plans, drawings and charts for presentations; conduct field studies and surveys. Knowledge of applicable State, Federal, County and local laws, rules, regulations, specifications, agencies and programs related to construction, soil and water conservation. Ability to estimate construction budgets; ability to manage and coordinate development projects;; ability to communicate effectively, both orally and in writing. Able to fulfill physical demands of job, sensory demands (seeing and hearing), and cognitive demands (concentration, conceptualization, memorization). Knowledge of building system operations, maintenance, and management including working with mechanical, pneumatic, electrical, plumbing, and HVAC systems a plus.
Proficient with Microsoft Suite. Ability to read and interpret plans and specifications
Training and Experience:
A Bachelor's Degree in Civil Engineering or Construction Project Management with Internship type experience or an Associate's Degree in Civil Engineering or related field and four years of related work experience including highway design, construction and maintenance. Knowledge of computer assisted drafting and design (CADD) preferred. Some education and/or experience in project management desired. Must possess a valid driver's license.
