Goldbelt Professional Services specializes in providing expert resources for Public Health missions including scientific, technical, and administrative support from junior staff to high-level subject matter experts. Research and data driven, Goldbelt Professional Services' experts create solutions customized to the client's needs.

Summary:

The Program Manager (PM) that will be responsible for all aspects of the contract, Department of State (DOS) Office of Inspector General (OIG). The PM shall possess the knowledge, skills, experience, and sufficient authority to lead, manage, plan, and sustain daily activities.


Responsibilities

Essential Job Functions:

  • Overall management and execution of the Blanket Purchase Agreement (BPA), including strategic oversight across all Orders.
  • Serving as the main point of contact with the Government Contracting Officer (CO) and Contracting Officer's Representative (COR).
  • Serving as the liaison to the COR and the contractor management.
  • Execute all transitions.
  • Ensuring resource availability, staffing, onboarding, and task order alignment with BPA terms and objectives.
  • Monitoring performance to ensure its performed in accordance with the terms and conditions of this BAP and ensuring quality service is provided at every task order level.
  • Resolving escalated issues, and/or performance issues that cannot be resolved at the task order level.
  • Managing the recruitment, vetting, onboarding, and retention of qualified personnel to fulfill BPA labor categories.
  • Ensuring candidates meet minimum qualifications and clearance/background check requirements.
  • Ensuring vacant positions are filled within 30 calendar days to minimize the disruption to the Government.
  • Overseeing the task order manager(s).
  • Ensure quality assurance across all labor categories.
  • Leading regular status meetings, reporting, and deliverables submissions.
  • Providing responses to communications from the CO and COR within 24 hours.
  • Overseeing the BPA transition and record keeping.
  • Ensuring that invoices are submitted within 7 business days after the last day of the month.

Qualifications

Necessary Skills and Knowledge:

  • Strong leadership, communication, and client relationship management skills.
  • Must be able to read, write, speak, and understand English fluently and possess the managerial and communication skills needed to manage the overall BPA.
  • Proficient in Microsoft Windows and Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Teams), videoconferencing tools (Teams), and standard office equipment.
  • Strong oral and written communication skills, including the ability to draft clear, professional documents and interact effectively with team members, leadership, and external stakeholders.
  • Understanding of protocol and etiquette in a government or high-profile organizational setting.
  • Understanding of and adherence to professional standards related to confidentiality, data protection, ethics, and respectful workplace behavior.
  • Ability to prioritize tasks, manage multiple assignments, meet deadlines, and maintain attention to detail with minimal supervision.
  • Ability to adapt to changing work environments, new systems or procedures, and handle routine and non-routine issues with professionalism and initiative.
  • Ability to respond quickly to requirements and tasks with stringent deadlines.
  • Present and project professionally in demeanor, comportment, and dress.
  • Independently and proactively execute the coordination and completion of business matters; and therefore, each contractor personnel shall be flexible and multi-talented, possessing strong critical thinking abilities and judgement skills.
  • Be sufficiently knowledgeable within the required technical area(s) of expertise and background and possess complementary administrative and technical skills to help successfully accomplish all functions assigned.
  • Ability to interact with various levels of staff within and outside of the organization to obtain information.

Minimum Qualifications:

  • Bachelor's Degree from an accredited university.
  • Certified Project Management Professional.
  • Minimum 10 years of program or contract management experience (preferably with federal clients).
  • Shall possess the Project Management Institute (PMI) Project Manager Professional (PMP) certification.
  • Top Secret clearance at the time of the award.
