As a Vertical Conveyance Program Manager, you will plan, organize, and control the operation and maintenance, including projects, of Dulles Airport's vertical passenger conveyance systems: elevators, escalators, and moving walkways, through operations and maintenance contracts and other supporting contracts for the Airport Authority.Vertical Conveyance Program Manager Serves in the Passenger Conveyance Division of the Airport Engineering and Facility Services Department at Dulles International Airport (IAD). Serves as technical expert and advisor on the airports vertical conveyance equipment consisting of elevators, escalators, and moving walkways. Plans, organizes, and manages the operation and maintenance of the equipment and monitoring system through the maintenance services contract and supporting contracts. Develops, administers and quality assures the contract and supporting contracts. At all phases of the contract cycle, identifies opportunities for improved service delivery, reliability, and cost savings through contract enforcement and when necessary, contract modifications. Develops and manages various projects necessary for reliable system operation. Prepares and develops reports and plans and presents to higher level managers. Coordinates with the Risk Management Department and Building Codes Departments. GENERAL RESPONSIBILITIES Develops and applies in-depth knowledge of the airport's elevators, escalators, and moving walkways to support system performance, maintenance planning, and troubleshooting. Actively stays current with and ensures compliance with applicable standards, including American Society of Mechanical Engineers (ASME). Communicates and collaborates with stakeholders such as Airport Operations, Public Safety, Risk Management, and the Office of Engineering which includes the Building Codes Department with the objective of safe, reliable, and efficient equipment operation. Develops and leads a comprehensive modernization program for over 260 mission-critical conveyance systems at IAD, ensuring improved reliability, accessibility, and compliance with Americans with Disability Act (ADA) standards, particularly in cases where equipment outages impact service continuity. Reviews and maintains standards and procedures for stakeholder use of the equipment and for responding to incidents. Prepares for and develops EEMW maintenance service contracts and projects. Prepares decision support information for evaluation of project options and contract development to include scope, schedule, pricing structure and costs, quality assurance, timing, etc. Serves as Contracting Officer's Technical Representative (COTR) for equipment related operation and maintenance service contracts, related support contracts, and projects. Serves as a subject matter expert with regards to elevators, escalators, and moving walks and reviews design submittals, requests for information, and construction submittals. Prepares written review comments of the information reviewed. Performs price analysis, cost estimates, and procurement justifications for purchase requisitions. Coordinates solicitation and contract documents for comments; reviews and addresses comments and modifies solicitation and contract documents; serves as evaluation committee chair for assigned contracts. Provides technical support to the Procurement and Contracts Department in negotiation of contract terms and conditions for prospective goods, services or equipment. Monitors contractor's performance for compliance with contract terms and conditions; investigates, documents and/or resolves problems. Takes action or escalates issues to contractor and/or departmental management and contracting officer as needed. Develops contractor performance and service standards, then develops metrics to measure and document contractor performance during field inspections using Quality Assurance Surveillance Plans (QASPs). Investigates, documents, and/or resolves complaints/problems arising from contractor performance, including environmental, life safety, Occupational Safety and Health Administration (OSHA), damaged facilities or equipment, and airport security violations. Certifies invoices for payment or withholds payment; manages the execution, evaluation and closing of work orders per contract as a tool to evaluate contractor performance. Tracks status of funds against annual budget and contracting authority and reconciles data with accounting/budget departments quarterly. Analyzes trends in costs and technology for maintenance planning (repair and rehabilitation) and equipment replacement planning. Works to develop annual and 5-year planning budgetary requirements for all contracts and projects. Prepares budget justifications and supporting documentation for requisite funding approvals. Performs other duties as assigned. QUALIFICATIONS Six years of progressively responsible experience with the management of maintenance related service contracts or project management of facility projects. Experience in managing large, complex contracts. Knowledge of elevators, escalators, and moving walkways. Knowledge of contracting, procurement, accounting and business processes sufficient to successfully manage multi-million-dollar Operation & Maintenance (O&M) contracts and projects. Ability to perform the full range of pre-award, award, and post-award contracting functions. Ability to develop, track and manage budgets for contracts and projects. Ability to use negotiation techniques to reach agreement on contract terms, modifications, and amendments. Ability to perform detailed analyses on system data and make recommendations. Ability to speak and write effectively, with emphasis on persuasive communication techniques. Skill in using a computer and modern office suite software, with emphasis on financial and maintenance management systems/software. PREFERRED QUALIFICATIONS A bachelor's degree that relates to the duties of this position from an accredited university. Certification as a QEI Elevator inspector. Project/Program Management experience. Comprehensive knowledge of Elevators, Escalators, and Moving Walkways. EDUCATION A high school diploma or a Certificate of General Educational Development (GED). CERTIFICATIONS AND LICENSES REQUIRED A state driver's license in good standing. NECESSARY SPECIAL FACTORS Operate vehicle airside (requires AOA permit) and landside. May be required to work overtime or night hours. Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal. Work is typically reviewed in progress and upon completion for quality, quantity, timeliness, teamwork, customer service, and other factors. May work outdoors, near aircraft, or construction sites when evaluating contractors' work. Exercises care and uses personal protective equipment as appropriate.
