As the Airport Access Control System Administrator, you will serve as the expert in Access Control and Alarm Monitoring (ACAM). Your work will impact the secure issuance of airport identification badges.

Airport Access Control System Administrator

Serves in the Airport Security Division of the Airport Operations Department at Washington Dulles International Airport (IAD) or Ronald Reagan Washington National Airport (DCA).

Serves as the expert in Access Control and Alarm Monitoring (ACAM) system administration. Oversees security controls of individual and group access rights and codes to maintain physical security at airport facilities. Ensures consistent daily system operations and serves as the operational focal point for ACAM users. Performs related functions.

GENERAL RESPONSIBILITIES

Administers the ACAM system and database, and identification (ID) media systems.

Assist with the design and management of physical security boundaries, access levels, and the use of access codes.

Oversees and coordinates security plans for airport construction projects to ensure regulatory compliance.

Oversees and coordinates the vehicle permitting process to ensure efficient operation of the airfield.

Oversees and coordinates issuance of keys as per the Key Orders and Instructions and maintains accurate records in the identity management system (IDMS).

Conducts and maintains records of access control related to the ACAM System or Key management audits.

Oversees and coordinates the planning, design, and establishment of data entry standards.

Monitors database transactions to ensure correct usage and operation of the database.

Develops and monitors procedures for updating the data dictionary of the ACAM.

Develops adequate backup and recovery procedures.

Establishes, reassigns, revises, or deletes records in response to user requirements.

Reviews daily and monthly ID media information and provides an oversight of corrections, as needed.

Troubleshoots system failures; corrects problems or contacts the contractor for resolution.

Produces recurring and special reports.

Monitors the change process for system procedures and standards; coordinates change development and implements change.

Serves as Contracting Officer's Technical Representative (COTR) for service contracts, which include ACAM vendors, smart key vendor, and any other contracts as assigned by the Airport Security Manager.

Participates with management to identify opportunities to upgrade or replace hardware and software to meet current and future needs.

Trains new personnel in the use of the ACAM system.

Performs other duties as assigned.

QUALIFICATIONS

Three years of progressively responsible experience in system management or information technology, including administering an electronic system that involves a relational database.

Knowledge of and ability to apply security regulations and requirements for issuance of ID badges and vehicle permits.

Ability to manage an ACAM system and ensure the effectiveness of ACAM operations.

Skill in troubleshooting, correcting, or rewriting SQL code to restore server-based applications.

Skill in using query languages or report writing software to extract information and create reports.

Ability to serve as a technical expert in database and ACAM administration.

Knowledge of and ability to apply configuration management principles and applications to ensure data integrity and security.

Ability to make detailed analyses of data and information and make recommendations.

Skill in training others in processing ID badges and vehicle permit requests.

Ability to speak and write effectively.

Skills in using a computer and modern office suite software.

PREFERRED QUALIFICATIONS

Experience overseeing an ID/badge system for identification and to control security access.

Certification as a Microsoft Technology Associate (MTA) level, or higher, in Microsoft SQL Server technology from Microsoft.

Experience with an ID Management System.

Experience with Software House CCure.

Experience using Web-based training services and/or products.

Certification as an Airport Certified Employee (ACE) in Airport Security by the American Association of Airport Executives (AAAE).

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

None.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

May be subject to hold over or recall on a 24-hour basis for essential services and emergencies.

A background security investigation will be required for all new hires.
