The Quality Assurance Supervisor - 0-5 Programs plays a key leadership role in ensuring the highest standards of quality and compliance across Foothill Family's early childhood programs, with a primary focus on Early Head Start (EHS). This position supports the agency's mission to empower children and families by overseeing monitoring activities, guiding continuous improvement efforts, and ensuring alignment with internal QA/QI processes and external regulatory requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supports and promotes the mission of the Agency: Foothill Family empowers children and families on their journey to achieve personal success.
  • Coordinates monitoring activities with 0-5 leadership for Monitoring Levels 1-3 (Direct Service, Supervisor, and Manager Monitoring) within the 0-5 programs, with a focus on EHS.
  • Analyzes data from ChildPlus, Welligent, and Power BI to identify trends, gaps, and opportunities for improvement.
  • Works closely and in partnership with 0-5 leadership.
  • Provides coaching and technical assistance to direct service staff, supervisors, and managers to ensure compliance with documentation, service delivery, and performance standards.
  • Collaborates with the QA Manager to align monitoring activities with agency-wide quality improvement goals.
  • Conducts regular site visits, desk reviews, and file audits to ensure adherence to programmatic and contractual requirements.
  • Develops and implement corrective action plans in response to monitoring findings.
  • Supports training initiatives based on audit data and identified needs.
  • Prepares and present quarterly reports summarizing monitoring outcomes and quality improvement initiatives.
  • Participates in agency-wide quality assurance and compliance initiatives, including policy reviews and risk management efforts.
  • Maintains accurate records and documentation in accordance with HIPAA and agency standards.
  • Provides services relating to the administration of public funds or benefits, including eligibility for public funds or public benefits.
  • Travels to various Foothill Family sites across Los Angeles County as needed.
  • Attends in-person meetings and events at various locations within the Los Angeles County and surrounding areas.
  • Displays sensitivity to the service population's cultural and socioeconomics characteristics.
  • Performs work in a safe manner at all times and ensures that other individuals do not put themselves or others at risk.
  • Supports agency policies, the smooth functioning and communication within the agency. Work effectively and cooperatively with other agency staff, collaborating when appropriate.
  • Follows all policies, procedures and legal mandates including HIPAA, client confidentiality, releases of information, protected health information (PHI) and client files.
  • Ensures performance and behaviors support the Agency's performance quality improvement (PQI) goals and objectives.
  • Reports to work on time and maintains reliable and regular attendance.
  • Performs other duties as assigned.

POSITION REQUIREMENTS

  • Bachelor's degree required.
  • Minimum of 3 years in a professional setting.
  • Experience in supervisory duties, program monitoring, quality assurance, or compliance is preferred.
  • Experience in early childhood programs or EHS preferred.
  • Strong data analysis and reporting skills are preferred.
  • Proficiency in ChildPlus, Welligent, Power BI, and Microsoft Office Suite preferred.
  • Excellent communication, coaching, and interpersonal skills.
  • Ability to manage multiple priorities and work collaboratively across departments.
  • Knowledge of Head Start Performance Standards and QA/QI best practices is a plus.
  • Valid CA Driver's License and maintains insurability on the Agency's auto liability policy (including a minimum of 2 years driving experience after receiving license) and maintains the California state required auto insurance liability limits OR maintains reliable transportation to attend all appointments and meetings as required in the position.
  • Provides services relating to the administration of public funds or benefits, including eligibility for public funds or public benefits.
  • Must not be excluded, suspended, debarred or otherwise made ineligible on the Federal, State or County Sanctions lists.
