Job Overview
Chugach Government Solutions is seeking a highly qualified Cost Analyst to support the USAID Office of Acquisition and Assistance (OAA). The Cost Analyst will review and analyze contractor and recipient cost proposals, budgets, and supporting documentation for grants, cooperative agreements, and contracts. The position ensures compliance with applicable federal regulations, cost principles, and USAID policies while supporting sound financial stewardship. This position is remote-eligible within the United States. Work Model: Remote
Responsibilities
Essential Duties and Job Functions: Primary Duties-
- Review and analyze cost proposals submitted by contractors and budget submissions for USAID assistance awards (grants and cooperative agreements).
- Ensure compliance with FAR, CAS, AIDAR, and the USAID Automated Directives System (ADS) for acquisition and assistance.
- Evaluate cost elements for reasonableness, allowability, and allocability across direct and indirect costs, travel, and other categories.
- Prepare cost and budget analysis reports, memoranda, and negotiation positions for Contracting Officers and Agreement Officers.
- Identify discrepancies, unsupported costs, or risks in proposals and budgets and coordinate follow-up with implementing partners or contractors.
- Collaborate with USAID technical teams, program offices, contracting, and financial management units to align analyses with program objectives and compliance requirements.
- Support negotiation and award processes by providing clear cost rationale and recommendations.
- Maintain thorough knowledge of USAID's policies and procedures, including ADS chapters governing assistance awards and acquisition.
Secondary Duties-
- Assist in developing tools and methodologies tailored to USAID cost review processes for assistance awards and contracts.
- Support audit and oversight activities, providing analysis and documentation related to cost proposals and assistance award budgets.
- Communicate analysis results effectively to internal stakeholders, including senior leadership.
Accountable For:
- Knowledge of: FAR, CAS, AIDAR, and USAID ADS (e.g., ADS 302, ADS 303); federal cost principles; procurement and assistance mechanisms.
- Skilled in: Quantitative cost analysis, statistical modeling for evaluating cost submissions, MS Office, and cost/budget analysis tools, professional written analysis and briefings.
- Ability to: Analyze complex proposals and budgets; develop negotiation objectives; manage competing deadlines; collaborate across technical, contracting, and financial teams; communicate clearly with diverse stakeholders.
Job Requirements
Mandatory:
- Bachelor's degree in Accounting, Finance, Business Administration, or related field.
- Experience in cost analysis within the federal government context; direct experience with USAID contracts and assistance awards preferred
- Experience preparing cost objectives for negotiations.
- Solid understanding of FAR, CAS, AIDAR, and USAID ADS-especially assistance award chapters (e.g., ADS 302 and 303).
- Proficiency with Microsoft Office Suite and relevant cost/budget analysis software.
- Excellent analytical, communication, and interpersonal skills.
- Must be able to receive and maintain a USAID Facilities Clearance (Public Trust).
- Must be able to successfully pass a pre-employment background check and pre-hire drug test.
Preferred:
- Demonstrated experience in statistical modeling for evaluating contractor and grantee cost submissions.
- Familiarity with USAID programming and acquisition/assistance environments.
Working Conditions:
- Full-time (40 hours/week), remote U.S.-based position. Work is performed in a virtual office environment with frequent deadlines and coordination across time zones.
Physical Requirements:
- Primarily sedentary; extensive computer use and virtual meetings. Must be able to communicate clearly in writing and verbally in remote collaboration settings.
