This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: The Team Leader will function as a Licensed Professional Engineer performing the duties of Team Leader in the Traffic Engineering Design Division (TEDD). This position is responsible for the supervision, management, administration, and coordination of complex engineering designs for Traffic Control Devices (TCD) and Intelligent Transportation Systems (ITS) statewide. The Team Leader supervises a team comprised of licensed and non-licensed engineers and consultants. This position will perform design, review, and approve the TCD and ITS design for multiple projects, including areawide projects, formally advertised projects, insert projects, developer projects, and shop force projects. The Team Leader provides guidance and oversight of the design and project management performed by the team members, participates in the development of budgets, processes, procedures, and standards for TCD and ITS design, and tracks and monitors monthly expenditure for design consultants and construction contracts. The Team Leader manages one or more programs administered by TEDD. Duties include program coordination, budgeting, scheduling, design task oversight, representing the State Highway Administration (SHA) at various meetings, developing and updating program guidelines, responding to program-related inquiries, etc. This position assists in training, guidance, and coaching of in-house designers, technicians, and engineers performing TCD and ITS design.

Qualifications

Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.
Experience: One (1) year of experience managing engineering projects as a licensed, professional engineer.
Selective Qualification: One (1) year of experience in the design and management of Traffic Control Devices (TCD) design and/or Intelligent Transportation System (ITS) design projects. *This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).
Preferred Qualification: The ideal candidate should have the following:
- Proficient in the design and review traffic control device plans/cost estimates for different types of projects ranging from minor projects to the most complex and/or innovative highway and/or geometric improvement projects.
- Proficient in developing and maintaining project scope, budget, and schedule.
- Expert knowledge of professional transportation engineering principles, federal/state traffic engineering regulations, policies, standards, and guidelines.
- Expert knowledge of standards and specifications for construction and materials used for traffic control devices.
- Excellent written and verbal communication and interpersonal skills.
