THE POSITION

The Pennsylvania Department of Transportation, specifically PennDOT District 12-0, is actively seeking candidates for the position of Environmental Planner 2. This pivotal role involves the independent coordination, preparation, and review of design plans related to bridge construction, erosion and sedimentation (E&S) control plans, and stormwater management strategies. The successful candidate will ensure that all projects comply with relevant federal and departmental policies, facilitating the acquisition of necessary permits while adhering to the current regulations set forth by the Pennsylvania Department of Environmental Protection (PA DEP), the Army Corps of Engineers, FEMA Flood guidelines, and the four County Conservation Districts. DESCRIPTION OF WORK

In this position, you will serve as the District Regulatory Permits Coordinator, responsible for overseeing all efforts within the District to secure necessary permits from the Pennsylvania Department of Environmental Protection (PA DEP), the U.S. Army Corps of Engineers (USACOE), and the four County Conservation Districts. Your duties will include coordinating the submission of permit applications, tracking their progress, and monitoring the review process as required. Additionally, you will conduct or assist in field assessments during the final design phase to define the scope of work for PA DEP, USACOE, and erosion and sedimentation (E&S) permits, ensuring that all elements of the approved scope are reflected in the final documentation. You will also independently evaluate and provide written feedback on E&S Plan submissions and permit applications prepared for PA DEP's Joint and Small Projects Applications. Furthermore, you will act as a liaison, offering environmental guidance and support to PennDOT District 12-0's Design, Maintenance, and Construction Units, as well as various consultants and relevant agencies regarding E&S Plan submissions and permit applications for PA DEP Joint and Small Projects Applications, as needed.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Uniontown. The ability to telework is subject to change at any time.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Five years of progressive professional experience in local, regional, or state environmental planning; or
  • Two years of experience as an Environmental Planner 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • A Master's degree in planning or one of the environmental sciences and two years of progressive professional environmental planning experience; or
  • Any equivalent combination of experience and training.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.
