The role - what you'll do

Barr is seeking additional project management support for environmental review and permitting projects. The person in this position will lead and assist teams with managing federal and state permitting and environmental review opportunities across the United States, with an emphasis on (although not limited to) transportation, renewable energy, minerals extraction, and natural resource management services in New Mexico and the greater Southwestern United States.

A successful person in this role is intrinsically motivated and emphasizes client service as well as team collaboration and development. They enjoy working independently and as part of a team, using their project management expertise and technical ability for a variety of projects. They are flexible in working with their project teams and are willing to occasionally modify schedules to meet project deadlines and/or client needs. This person is also relationship-focused, as the role involves serving internal and external clients.

Your impact - key responsibilities

  • Project management: leading and supporting multidisciplinary project teams in developing state- and federal-level environmental review documents and permit applications.

  • Environmental technical expertise: managing environmental surveys and assessments (archaeological and historical; threatened and endangered species; baseline ecological; wetland delineations, inventories, and functional assessments).

  • Client service: building and maintaining client relationships and supporting business development activities. Working with clients to identify, scope, and manage environmental review, permitting, and compliance projects, as well as providing technical advice and support regarding regulatory strategies.

  • Agency relationships: consulting and negotiating with federal, state, and local regulatory officials and agencies.

  • Public involvement: supporting community involvement and public outreach as necessary.

About the opportunity

  • Compensation: anticipated range of $95,000 to $125,000 annually. Compensation will vary based on relevant experience, education, skill level, and other compensable factors. Employees in this position may also be eligible for a discretionary cash bonus based on team and individual performance. This position is classified as exempt (salaried) under the Fair Labor Standards Act.

  • Hybrid: a hybrid work arrangement may be considered for this position. A hybrid work arrangement refers to splitting time worked between a Barr office and a home office. This position is based in Barr's Albuquerque, New Mexico, office. Note: Although this position is considered hybrid, we expect this position to be in the office two to three times per week for in-person collaboration opportunities.

  • Travel expectation: up to 10% of your time, may vary based on project and client needs.

  • Work environment: some work locations may feature rough terrain typical of construction sites and may also require entering and working in facilities that include limited accessibility, moving machinery, and other conditions typical of industrial facilities. Safety training will be provided.

About you - required core competencies

  • Education: bachelor's degree in environmental science, environmental policy, natural resources management, biology, ecology, environmental engineering, or another related scientific field.

  • Experience: 8 or more years of experience directly related to environmental review and permitting projects.

    • Field data collection and analysis, and familiarity with the ecological systems in the Intermountain West.

    • Knowledge of and experience with the National Environmental Policy Act (NEPA) and interrelated federal and state regulations and processes.

    • Knowledge of and familiarity with federal and state regulatory agency staff, resource managers, and other government officials in the Four Corners region.

  • Project management: ability to lead and work with multidisciplinary teams to fulfill commitments on schedule and within budget and to provide professional services that exceed client expectations and requirements.

    • Ability to effectively organize and direct field crews and task teamswith minimal direct supervision.

    • Ability to communicate effectively to prepare and support the review of technical reports and other deliverables.

    • Experience in training and mentoring staff.

  • Travel: ability and willingness to travel as needed to complete job duties.

  • Driver's license: possession of a current, valid driver's license and acceptable driving record.

  • Must be legally authorized to work in the United States without the need for sponsorship by Barr, now or in the future.

Helpful additional experience (not required)

  • 12 or more years of experience directly related to environmental review and permitting projects, with recent consulting experience in the Intermountain West.

  • Experience working directly with federal agencies in New Mexico and surrounding geographies.

  • Experience or familiarity with the following regulatory programs and permitting requirements: water appropriations, wetlands (CWA 404), National Pollutant Discharge Elimination System (CWA 402), threatened and endangered species (Section 7) compliance, and cultural resources (Section 106) compliance.

  • Experience working as a third-party contractor on federal Environmental Assessments and/or Environmental Impact Statements.
