DESCRIPTION OF WORK

This professional is responsible for enhancing and strengthening the agency's talent pipeline by focusing on promoting DBHS career opportunities through community and educational outreach. Develop solutions and strategies to address any workforce shortage and turnover. Attend and facilitate career and job fairs, present informational sessions to raise awareness of social service careers at the agency, and provide assistance in applying for positions at the agency. This position will direct and advise external applicants regarding the Civil Service application and represent DBHS in high schools, colleges, and community forums to promote career opportunities in social services. Develop and maintain partnerships with educational institutions to align training offerings and internships with DBHS workforce needs. Recruit potential students for job shadowing and volunteer opportunities with colleges. Serve on the Community Awareness Leadership Team and other internal/external groups. Serve as a guide to new employees to support onboarding, engagement, and long-term retention by helping new employees understand agency operations, mission, and services. Organize and lead site visits for new hires to the opposing county's agency facilities. Hold regular check-in meetings to support engagement, address questions, offer guidance, and help new employees feel supported and integrated into the organization. Educate and assist new supervisors in understanding and using the Supervisor's Manual. Collaborate with all programs related to employee performance and improvement/enhancement planning.

Coordinate all existing and new employee benefit programs and act as the vendor contact for DBHS and BHSSBC i.e. health insurance, wellness program, group disability, life insurance, pension, flexible spending, workers' compensation, holiday club, and unemployment compensation. Prepare, complete, and submit required forms, filings, claims, documents, and reports and resolves problems as needed with regards to new employees, current employees, and former employees. Maintain employee records for benefits, wellness program, workers compensation, unemployment compensation, FMLA, medical, pension and other pertinent records for agency employees. Maintain a working knowledge of various state and federal statutes, i.e., Act 44 of Workers' Compensation, Family and Medical Leave Act (FMLA), COBRA, ADA, Wage and Hour (FLSA). Provide technical assistance and information to employees with regards to benefits, FMLA, medical issues, retirement, Wage & Hour, KRONOS, etc. Responsible for determining if a medical leave is FMLA eligible. Prepare and complete monthly Current Employee Statistics report for Bureau of Labor Statistics, Epstaff checks and Quarterly "Multiple Worksite Report" for DOL. Coordinates the annual open enrollment process and notification with regards to benefits. Review and upload monthly billing from UPMC, Principal, etc., and reconcile with HR reports. Upload weekly HRA/FSA reports and reconcile in-house FSA data with external monthly balance reports.

Perform analytical duties for the processing of timesheets and the preparation of bi-weekly payroll reports. Notify the Finance Department of changes or additions with regards to personnel and benefit issues impacting employee co-premiums. Function as part of the agency's HR/Payroll team implementing best practices in the electronic personnel file via UKG Kronos Workforce Ready application. Responsible for monitoring accruals for vacation, sick and personal time. Provide assistance to employees and supervisors regarding bereavement and critical illness requests.

Serve as the agency's Loss Control Coordinator and chairperson of the Safety Committee. Complete Worker's Compensation Claim filings and assists employees in following the necessary processes. Coordinate Return to Work Program. Generate correspondence and provide statistical data on claims, cost, reports, etc. as needed for the HRQA Director. This position is responsible for supervising, providing direction, and assigning work to the Adm. Assistant. (This duty will be placed on hold during the training period and will be assigned at a later date.)

Provide direction to staff and assists with coverage of the HRQA Department in the absence of the HRQA Director and/or the HR Analyst. Responsible for the coordination, preparation, distribution and maintenance of Employee Performance Reviews (EPRs) on a monthly basis with respective supervisors. Responsible for keeping accurate files of all transactions and updating personnel files on all current and past employees. Track Professional Development Forms and log them into a reporting system for trainings outside of Relias. Update HR related practices, policies and procedure to include the Employee Handbook as needed. Purge appropriate closed files on a regular basis adhering to purging policy. Other related duties as required.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • On occasion, staff may need to work hours outside of the set work week to complete projects, meet work demands or in the event of an emergency.
  • Position may be located in Bedford or Somerset. If a Bedford applicant is selected, the position will be located in Bedford. If a Somerset applicant is selected, the position will be located in Somerset. This position must travel to opposing county as needed, projected to be 3 days per week in home location and 2 days per week in opposing county.

  • Telework: This position reports to the DBHS Office for work. Upon hire, new staff begin training and are on probation for 6 months. New staff may be eligible for a hybrid of on-site and remote work after 3-months of employment.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience in the performance of technical human resource duties at the journeyman level, including experience in the area of the parenthetical; and a bachelor's degree; or
  • Any equivalent combination of experience and training.

  • This position falls under the provisions of the Older Adult Protective Services Act.
