DESCRIPTION OF WORK

As a CDL Third-Party Program Manager, you will function as the CDL authority for PennDOT to provide a range of technical assistance and establish objectives to improve the efficiency and effectiveness of the CDL testing program. Specific duties entail compiling written reports of CDL examiner and Third-Party Testing activities and drafting letters and memorandums to respond to inquiries from the general public, officials, industry, representatives, and others regarding a variety of subjects. You will also be responsible for evaluating CDL examiner performance according to established standards, in addition to reviewing and recommending any necessary changes to CDL related forms and publications.

Within this role, it is essential to maintain a comprehensive working knowledge of contractual compliance and auditing requirements. Excellent communication and networking skills are utilized to establish effective working relationships not only with co-workers, but also with other states, other state agencies, legislative offices, and public and private organizations. This position involves working in various weather conditions, engaging in substantial travel within the state, and operating and inspecting various types of commercial vehicles.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • This position may be eligible for an alternate work schedule (AWS).
  • This position may be required to work when a full-day and/or partial-day office closing is authorized.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Administrative Officer 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and a bachelor's degree; or
  • Any equivalent combination of experience and training.

Additional Requirements:

  • You must possess a valid Class A Commercial Driver's License with N and P endorsements and with E, L, N, O and Z restrictions removed.
  • You must be able to transfer your current out of state CDL to a Class A Pennsylvania Commercial Driver's License with N and P endorsements and E, L, N, O or Z restrictions removed before first day of employment.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Experience with implementation of state and/or federal contracts and audit requirements.
