Job Summary

The Manager, Testing Services position provides operational oversite with responsibility for delivering results for Testing and Assessment Services. Manages and oversees the daily operations of the off campus testing center, located at the Emergent Technologies Institute (ETI). This position supervises professional and support staff.

Job Description

Typical duties may include but are not limited to:

  • Manages the off campus testing center for students, community partners, and staff members. Plans and coordinates testing center activities by scheduling work assignments, setting priorities, directing and supervising the work of employees.
  • Establishes operational goals and objectives that align with the overall strategic plan including ensuring exam security, integrity and student confidentiality.
  • Identifies, evaluates, supports, and solves complex issues related to the core services of the testing center.
  • In conjunction with the Records and Registration leadership, resolves escalated problems referred by subordinate supervisors or staff.
  • Collaborates with Adaptive Services to provide test accommodations to adaptive service students.
  • Collaborates with technology services staff to provide ongoing demand analysis on equipment and software upgrades recommendations. Works closely with FGCU Information Technology Services to ensure technologies remain current to deliver exams and maintain an appropriate level of exam security.
  • Creates procedures following university guidelines and policies that are applicable to the activities and operations of the off campus testing site.
  • Travels to and from main campus routinely for meetings, trainings, and to collaborate with campus partners and collages for issues and activities related to university testing needs.
  • Advises faculty, staff, and administrators regarding university policies and procedures related to their assigned area.
  • Serves as a link between management and employees by handling questions, interpreting and administering policies/procedures, and resolving work related problems.
  • Participates in contract negotiations in collaboration with the Office of General Counsel.
  • Assists with the development of the marketing strategy and outreach efforts for the testing and services offered.
  • Works with administrative staff to develop and manage the testing and assessment center operating budget to ensure program alignment with fiscal allocation. Submits quarterly budget reports to supervisor and budget office. Purchases equipment, software, supplies, and services in accordance with university procurement policies and procedures.
  • Participates in the interviewing, hiring, training, and evaluation of staff to ensure adequate staffing within budget.

Other Duties:

  • Stays current on trends and education in the test administration field in order to develop new and improved programs and services. Participates in state, regional, and national professional organizations, conferences and workshops.
  • Collaborates with Adaptive Services to provide test accommodations to adaptive service students.
  • Maintains testing center certifications and memberships.
  • Serves on institutional committees representing the interests of the department.
  • Performs other job-related duties as assigned.

Additional Job Description

Required Qualifications:

  • This position requires either nine years of directly related full-time experience or, as an alternative, a Bachelor's degree from an accredited institution in an appropriate area of specialization and five years of full-time experience directly related to the job functions.
  • Professional, full-time experience in testing administration or closely related field.
  • Three years of experience supervising professional support staff.
  • Ability to obtain all exam certifications to administer tests upon hire.
  • Any appropriate combination of relevant education, experience, and/or certifications may be considered.

Preferred Qualifications:

  • Master's Degree from an accredited institution in an appropriate area of specialization.
  • Five years of experience supervising professional support staff.
  • Three years of experience proctoring exams and working in a testing environment.
  • Knowledge of basic internet-based testing platforms and technologies.
  • Proctor Certifications Preferred: Pearson, Meazure, PSI, ATI, Accuplacer, and ETS

  • Knowledge of supervisory principles, methods and techniques.
  • Knowledge of budget control principles, practices and procedures.
  • Excellent organizational, time management and problem-solving skills.
  • Skill in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Ability to take initiative to plan, organize, coordinate and perform work in various situations when numerous and competing demands are involved.
  • Ability to interact in a professional manner with staff, faculty, students, and the community in a service-oriented environment.
  • Ability to maintain confidentiality and discretion at all times.
  • Ability to work collaboratively and build strategic relations with colleagues and coworkers.

  • Ability to effectively manage the work of others by providing information, guidance and motivation.
  • Ability to work occasional Saturdays as required.
