Business Analyst - Operations Manager

This position requires an active TS/Sensitive Compartmental Information (SCI) clearance.

The Business Analyst - Operations Manager serves as a senior program analyst and subject matter expert in Planning, Programming, Budgeting, and Execution (PPBE) within the Headquarters U.S. Army Intelligence and Security Command (INSCOM) Chief Information Officer (CIO) Office. This role leads efforts in resource planning, budget development, and program execution for Information Management/Information Technology (IM/IT) programs under both the Military Intelligence Program (MIP) and National Intelligence Program (NIP).

Estimated Starting Salary Range for Business Analyst - Operations Manager: Pay commensurate with experience.

Business Analyst - Operations Manager Responsibilities Include:

  • Lead development of multi-year IM/IT intelligence programs and submit requirements into Program Objective Memorandum (POM)/IPBS builds.
  • Coordinate with HQDA, DAMI-IM, and DAMI-RI to justify and defend major IM/IT resource programs across Army, DIA, ODNI, and DoD.
  • Analyze and develop IM/IT budgets for mission support, operations, maintenance, travel, and personnel costs.
  • Monitor execution of spend plans, evaluate funding requests (OMA, OPA, UFR, OCO), and ensure compliance with financial regulations.
  • Serve as liaison to Army HQ, DIA, ODNI, and other national agencies on resource management issues.
  • Interpret new budgetary legislation and guidance and advise leadership on impacts to Army intelligence resources.
  • Performs other job-related duties as assigned

Business Analyst - Operations Manager Experience, Education, Skills, Abilities requested:

  • Bachelor's degree in finance, accounting, or a business-related field.
  • 10+ years of PPBE and POM experience, preferably with Army IT programming.
  • Strong analytical and financial skills; attention to detail; excellent written and verbal communication.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint); Excel pivot tables required.
  • Master's degree in finance or related field and 6+ years of directly relevant experience preferred.
  • Experience with IC/DoD IT initiatives, GFEBS, and federal financial management systems preferred.
  • Knowledge of performance management, Army/DoD transformation initiatives, and budget execution preferred.
  • Must pass pre-employment qualifications of Cherokee Federal
