Summary

Promotes enrollment and retention of students for career and technical education programs, focusing on under-represented populations and federally defined "special populations" students through participation in and implementation of activities such as: direct and email interface, in-person and online presentations and speaking engagements at K12 schools, regional occupational programs, adult schools and community-based organizations; interfacing and communicating directly with potential students by responding to website, phone and in-person inquiries; scheduling, coordinating and participating in on-campus activities such as "pathway days" and group tours of CTE facilities on campus; providing accurate, targeted information, materials, and
presentations about CTE programs to community groups, employers, parents and students through digital/online communication, in-person events both on and off campus, and making direct contact with potential students, parents or other constituent groups including potential employers who inquire about CTE programs in person and/or online.


Distinguishing Career Features
The Outreach Specialist -CTE is a mid-level paraprofessional/entry-professional position focusing on initiating, establishing, and maintaining visible connections with targeted student populations that would be candidates for career and technical education programs resulting in a certificate or degree. The Outreach Specialist - CTE requires the ability to employ self-starting skills to reach out to students in the K12, continuation, and adult school environments, as well as community-based agencies and college student services. The Outreach Specialist - CTE also provides input and liaison with marketing personnel for creation and updating of CTE program recruiting and outreach materials including both print and digital collateral, and distributes information and materials about CTE programs in both print and digital forms; creates and delivers presentations to various constituent groups as well as individual students via email, phone, online interface and direct in-person communication. The Outreach Specialist - CTE also employs basic demographic research and data management skills and uses databases and online tools and resources including the college website to identify and recruit potential students, establish relationships and connections with community organizations and employers of CTE program completers, and to monitor and evaluate recruitment, enrollment and success of outreach efforts.

Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
1. Researches and receives demographic, academic and other relevant data (e.g. CTE pathways) from K12 and adult schools and districts, county offices of education (OCDE), regional CTE consortium and other resources to identify potential candidates for CTE
certificate programs and enable targeted, strategic outreach efforts.
2. Serves as liaison and represents the college and District at meetings, events and convenings of constituents from local K12 and adult schools, school districts, county offices of education (OCDE), continuation schools, regional occupational programs, and community organizations to build enrollment in CTE programs and maintain organizational relationships, connections and create career pathways for CTE program completers.
3. Schedules, coordinates, creates, and delivers informational presentations and other outreach materials in both print and digital form to individuals and/or groups to promote enrollment in career and technical education opportunities and programs through in-person attendance at college and career fairs and participation in other outreach events.
4. Collaborates with college and District marketing and other outreach personnel to contribute to the creation and updating of print and online CTE outreach tools, materials and collateral, including college webpages, brochures and information sheets to ensure accuracy, completeness and relevance of outreach materials.
5. Participates in planning and conducting recruiting and outreach events that may include college or District career fairs, funding and in-kind resource development activities. Follows up with arranging and facilitating college visitations, tours, and special presentations, often conducted in conjunction with evening and weekend events.
6. Identifies and liaises with student support services (e.g., EOPS, Veterans, Adult Education, and DSPS) provided by the District and its colleges. Serves as a liaison to local workforce development boards and similar governmental and non-profit social service agencies to build partnerships and support career pathways and workforce development efforts.
7. Assists with budget development activities by researching costs and proposing events and activities. Organizes and maintains records of expenses.
8. Organizes and maintains records and statistical data necessary for research and program development, performance evaluation, and to support performance reports to funding and grantor agencies.
9. Performs other related duties as assigned that support the objective of the position.
10. Required to abide by all District policies and procedures including Board Policy 3050 - Code of Professional Ethics.


Qualifications and Physical Demands

Knowledge and Skills
1. The position requires working knowledge of vocational/career and technical education certificate programs and/or publicly funded programs and resources encompassing socially and economically disadvantaged student populations.
2. Requires a working knowledge of post-secondary education, certificate, and degree programs appropriate for career-minded students from diverse demographic and socioeconomic groups and federally defined "special populations" groups.
3. Requires basic knowledge of grants and special funds that are geared to targeted populations.
4. Requires knowledge of the outside social and cultural programs and non-profit organizations that can enhance student retention and college success.
5. Requires basic knowledge of the services that may be available to students from other departments or outside agencies.
6. Requires sufficient language and writing skills to prepare correct, accurate and appropriate reports and correspondence.
7. Requires working knowledge and intermediate skill in using common office productivity software such as databases, word processing, spreadsheets, and presentation graphics.
8. Requires math skills sufficient to compile and maintain budgetary and statistical records.
9. Requires well-developed human relations skills in interpersonal communications and the ability to convey technical and complex system concepts to students, exercise patience and respect, and work effectively as part of a collaborative team as both leader and participant.
10. Requires proficiency in use of presentation software and programs and public-speaking skills to make effective, accurate and appropriate presentations to diverse constituent groups including colleges, secondary schools and outside community-based agencies.

6. Requires the ability to demonstrate a unique sensitivity to a diverse population of individuals.
7. Requires the ability to determine student eligibility to participate in special-funded programs by interpreting rules and regulations.
8. Requires the ability to perform work assignments at all college locations and off-campus settings.
Physical Abilities

Minimum Qualification: Education, Experience, DEIA
The position typically requires a Bachelor's degree in counseling, communications, social services, or education. Alternatively, an Associate's degree and four-to-six years of experience that includes outreach/case management to vocational and underserved student populations
would be acceptable. Concurrent experience working with underserved populations in an outreach/marketing capacity. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.

Demonstrated evidence of responsiveness to and understanding of the racial, ethnic, disability, gender identity, sexual orientation, socioeconomic, academic, and cultural diversity within the community college student population, including students with different ability statuses (e.g., physical and/or learning) as these factors relate to the need for equity-minded practice within the classroom and campus.

Preferred : Bachelor's Degree and Marketing/Outreach Experience

Licenses and Certificates
Requires a valid driver license.

Work is performed indoors where minimal safety considerations exist.

This is a TRANSFER ONLY, full-time, 12-months per year classified position. This position is grant funded, continuation of this position is contingent on funds available in the grant. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the department's needs. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee.
