ANALYGENCE is seeking an Advanced Extremely High Frequency (AEHF) and Protected SATCOM SME to support the NAVIFOR N8 Requirements Directorate by leveraging consulting, managerial, analytical, and organizational skills to identify and analyze capability gaps in Navy Information Warfare (IW) and communications. The ideal candidate will possess extensive knowledge in AEHF and protected military communications, enabling them to develop innovative solutions and recommendations. This position offers an opportunity to significantly impact Navy IW communications and contribute to the effectiveness of naval operations. Responsibilities:
- Provide subject matter expertise in AEHF and protected military communications requirements.
- Review and analyze concepts, communications requirements, OPLANs, acquisition documents, and related technical/non-technical documents.
- Codify recommendations in CONOPS, CONEMPs, NTPs, Tactics, Techniques, and Procedures (TTPs).
- Retrieve and evaluate data from various sources to identify communication gaps.
- Craft collaborative and well-researched solution proposals.
- Collaborate with NAVIFOR, Fleet Cyber Command (FCC), USFF, OPNAV staff, and other relevant Navy and DoD organizations.
- Advocate for fleet SATCOM requirements with program sponsors and program offices.
- Review and enhance the Navy's AEHF/EHF/Navy Multiband Terminal (NMT) communication management strategy.
- Identify and recommend improvements for AEHF/EHF/Protected SATCOM management processes.
- Evaluate SATCOM continuity of system fielding and fleet training; make recommendations for improvements strategies.
- Assist in identifying required SATCOM Doctrine, Organization, Training, Materiel, Personnel, Leadership, Facilities, and Policy (DOTMLPF-P) actions.
- Assist in executing SATCOM DOTMLPF-P actions under NAVIFOR cognizance.
- Support the annual Information Warfare Integrated Prioritized Capability List and OPNAV Program Object Memorandum process.
- Participate in planning meetings, briefings, and Video Teleconferences (VTC).
- Support RC3 Fleet Concept of Operations (CONOPS), DOTMLPF-P actions, and status updates.
- Develop and deliver RC3 assured mission planning support concepts, doctrine, and fleet tactics, techniques, and procedures for deployed maritime forces.
- Conduct analysis on DoD hybrid military and commercial SATCOM implementation; deliver updates on RC3 recommended capabilities.
- Support the development of the Fleet Information Warfare Integrated Prioritized Capabilities List.
- Update Fleet Bandwidth SATCOM requirements letter.
- Deliver Fleet High Frequency (HF) Communications products in support of Navy and DoD HF requirements.
- Provide analytical support and deliver reports for Fleet RC3 implementation during periods of reduced and degraded communications.
- Assist NAVIFOR N8 government leads with the identification and analysis of SATCOM-related capability gaps, requirements analysis, and review of related briefs, white papers, and other documents.
- Develop analytics, briefs, and persuasive or informational documents for flag-level review.
- Organize material and provide technical support for work sessions and briefings.
- Prepare and present papers or oral briefings to update leadership on document progress.
- Perform Liaison Officer (LNO) functions in Joint or international forums as directed.
- Support NAVIFOR at meetings, conferences, and workshops on doctrine/requirements development.
- BS Degree in a Science, Engineering, or Information Systems discipline.
- 8+ years of experience working with Protected Systems (i.e. MILSTAR, AEHF) and military comms systems.
- 8+ years of experience with DOD DOTMLPF-P or PPBE Management.
- 6+ years of experience with tactical or strategic military operations
- 6+ years of experience with Naval or Joint Communication Programs, and stakeholders.
- Expertise in satellite communications, key distribution, communications management, capabilities and limitations of Navy afloat, undersea C5I systems.
- Working knowledge of Naval and Joint C5I concepts and doctrine.
- Working knowledge of Naval and Joint C5I/IW Stakeholders, COCOMs, NATO, and USFFCs.
- Excellent written and verbal communication skills.
- Ability to work collaboratively with diverse teams.
- Active TS/SCI Security Clearance.
